The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS) - Group Digital Office (GCS-GDO) - Business Solutions Department (BSD) - Corporate Applications Division (CA) - Transversal Solutions Unit (TS) at its headquarters in Luxembourg, an (Associate) IT Service Delivery Manager*.

Purpose

We are seeking an individual with a robust technical background, ready to oversee and enhance our portfolio of diverse applications. This role provides the opportunity to engage in high-level coordination, resource management, and project deployment. You will deliver a wide range of IT projects with the support of a small project team to enhance our digital collaboration platforms and participate to the rationalisation and simplification of solutions managed by the Unit.

Operating Network

The unit identifies, implements and maintains technical solutions, which digitalise and optimise some of our business and IT processes.

The set of solutions is represented by commercial off-the-shelf applications (COTS) deployed on EIB datacenters premises or as cloud applications (SaaS) โ€“ for example, but not limited to Nimbus, Archibus, Hopex.

The team focuses on two major directions: sourcing and implementing solutions, and providing the maintenance and support via externalized services. The solutions are used at EIB Group level.

You would report to the Head of Transversal Solutions Unit.

Accountabilities

  • Implement IT solutions with a focus on digitalisation (automating workflows, building team sites, industrialising the management of applications, including, but not limited to moving to Cloud-based services where appropriate) in line with business requirements while remaining cost effective.
  • Conduct and coordinate business analysis with business analysts/or business representatives and external consultants to produce application specifications.
  • Proactively manage the overall evolution, maintenance and support activities for IT applications and technologies to ensure the reliability of existing applications and best quality service.
  • Liaise with internal IT teams, business units and external service providers to deliver the defined level of service.
  • Coordinate the work of the IT application consultants to the highest standards, project discipline and accountability; make sure they are reaching their objectives coming from projects and/or maintenance and support activities.
  • Responsible for all project management tasks and related activities, such as procuring software and services driven by business needs and in line with EIB principles and policies and market best practice.
  • Prepare, plan and manage externalization projects (e.g. near-shoring, managed services), including but not limited to defining service level agreements, coordinating all activities together with external counterparts, monitoring, auditing and reporting of the externalized services to ensure that the service level agreements are fulfilled.

    Qualifications

    • University degree (minimum an equivalent to a Bachelor) preferably in Engineering, Information Technology, Information Management, Business Informatics, or related field
    • At least 3 yearsโ€™ of relevant professional experience in IT sourcing, implementing and service delivery of COTS on-premise and SaaS applications
    • Proven experience in IT project management (principles, methods, practices), ITIL, managing service contracts, including procuring software and services, ideally in a public service environment.
    • Proven experience in Business Analysis; able to work with various counterparts, understand and translate their requirements.
    • Experience working with external service providers in a multisource environment.
    • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

      (**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
