Associate Human Resources Officer

Organizational Setting and Work Relationships
The Associate Human Resources Officer supports the UNHCR's People Strategy and contributes to the implementation of the 2018 independent Human Resources review, which resulted in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division of Human Resources (DHR) from a largely transactional model into a strategic business partner for field operations and senior management. Having the right people in the right place at the right time is at the core of enabling UNHCR to protect and respond to persons of concern. The Associate Human Resources Officer provides support and assistance in the areas of operational support, workforce planning, assignments and talent acquisition, organizational cultural changes, HR policy implementation and duty of care. The incumbent maintains employee confidence and protects the organization and its workforce by keeping human resources information confidential.

The Associate Human Resources Officer is usually supervised by the HR Officer or Senior HR Officer or Head of Office in a Country Operation, or the most senior HR staff in a Regional Bureau. She/he usually supervises HR General Service staff.

The incumbent maintains a direct working relationship with a number of units within the Division of Human Resources (DHR). The incumbent also works closely with the Senior HR Partner, the Senior Medical Officer and the Senior Staff counsellor for his/her region.

Duties
Workforce Operational Support:
- Assist in implementation of HR initiatives that support organizational culture change such as good people management practices, and promoting gender, inclusion and diversity.
- Implement HR operational activities to ensure timely provision of HR solutions, prioritizing according to the needs and risks.
- Contribute to the development of a HR customer service-oriented culture that values proactivity, continuous improvement, innovation and high performance.
- Provide support, guidance and trainings to HR staff.
Assignments and Talent Acquisition:
- Coordinate the process of recruitment, assignment and reassignment of locally-recruited staff and affiliate workforce, also assisting with set up and running of (Regional) Assignments Committee where relevant.
- Assist in organizing outreach campaigns to attract diverse applicants. Ensure proper consideration is given to all applicants without distinction on the grounds of race, color, sex, national origin, age, religion, disability, sexual orientation and gender identity.
- Analyse, track and report on recruitment and assignments trends for management, including efforts to reach gender parity.
- Take a proactive approach to risk management in the areas of recruitment, ensuring the issues are identified, addressed and reported and, where appropriate, escalated.
Advice to managers and staff, and contribution to an inclusive work environment:
- Build dialog and outreach with staff; answer questions, and provide information to staff as to where to go for help or ask questions.
- Be proactive in identifying issues, themes and patterns affecting the workforceยฟs health and welfare, including sexual harassment and abuse of authority.
- Ensure that on-boarding, induction, re-integration into the workplace and off-boarding support, is provided to colleagues. Induction programmes should include information on Protection from Sexual Exploitation and Abuse (PSEA) and Sexual Harassment, Code of Conduct as well as workforceยฟs rights and obligations.
HR policies and inter-agency:
- Enforce compliance with UNHCRยฟs Human Resources policies and procedures and the UN staff rules, regulations and UNHCR administrative instructions.
- Participate in the ICSC survey on living conditions and classification of duty stations as well as in the UN Country Team local staff salary survey and other local inter-agency HR-related fora and initiatives.
Duty of Care:
- Contribute to establishing and maintaining a medical evacuation plan with senior management, Field safety and the Senior Medical Officer.
- Assist in the security and medical evacuations of UNHCR personnel.
- Support the implementation of a Duty of Care strategy. Identify and assess issues related to duty of care including physical, mental health and safety of UNHCRยฟs workforce, promoting workforce balance.
For positions in Regional Bureaux only:
In the absence of a Senior Talent Development Officer in the Bureau:
- Contribute to the implementation of a talent development strategy for UNHCR workforce in the region, in line with UNHCRยฟs needs and staff membersยฟ career planning.
- Contribute to the implementation of a talent sourcing and acquisition plan to identify talent mainly among but not limited to national staff and affiliate workforce in the region.
- Perform other related duties as required.

Operational context

Occupational Safety and Health Considerations:

Nature of Position:

The Associate HR Officer assists the Sub-Office in the overall implementation of UNHCRโ€™s human resources management policies and processes in the area of operation. The incumbent will support in identification, recruitment and retention of qualified and competent staff resources to strengthen the delivery of protection and solutions in the area of operation, while ensuring HR policy compliance, operational practices, and advising management on risk mitigation measures in line with the operational context. The incumbent will specifically strengthen UNHCRโ€™s delivery of HR processes at the Sub-Office in Jijiga and in Field Office Bokh, and also assist to address HR issues for national staff in 4 other Field Units where staff stay to deliver essential protection and assistance to refugees and IDPs. Given the unavailability of a Staff Welfare Officer, the incumbent may occasionally be called upon to support staff or link them up with appropriate staff welfare resources in the Representation Office. Key focus areas will include working together with the Admin Officer and Head of Sub-Office to identify HR gaps, provide advice on how existing FT or AWF positions could be improved and facilitate the resolution of day-to-day HR issues for staff (WorkDay hitches, annual leave management and other HR entitlements, etc.), follow-up on delayed recruitment and onboarding processes, and provide progressive refresher training on HR policies and procedures to staff in all locations.

The incumbent will work with and facilitate key sector leads in both Jijiga and Bokh and relate regularly with the HR Team in Addis Ababa in the facilitation of staff management processes. The incumbent directly supervises one Senior HR Assistant (GL5) in Jijiga but will coordinate with HR focal points in other locations, with special support to the team at Field Office Bokh. Of special attention, the incumbent will work out creative and flexible ways of facilitating recruitment of candidates from the host community in Doolo zone without violating UNHCR corporate HR principles and ensuring that UNHCRโ€™s interests in cultivating smooth working relationships with the local authorities and host communities are maintained.

Living and Working Conditions:

Jijiga is the capital city of the Somali Regional State of Ethiopia, with a population of about 500,000. It is situated at an elevation of 1,646 meters above sea level. It is located about 630 kms East of the Capital City, Addis Ababa and about 80 kilometres away from the border with Somaliland.

Jijiga is a category D and non-family duty station, with relatively stable security environment and with minimal reported crimes within the city. However, given the Somali regionโ€™s proximity to the border with Somalia, there are occasionally infiltration of wrong elements that require a sense of vigilance and alertness; UNDSS provides security advisories regularly to all staff in Jijiga and the surrounding locations to which adherence is expected. All UNHCR international staff in Jijiga are accommodated in the UNHCR Staff Compound (Guest House) in line with the policy on UNHCR-provided accommodation in the field. In addition, a number of staff of the Sub-Office reside and work at Field Office Bokh and 4 other Field Units (AwBarre, Sheder, Kebribeyah and Dire Dawa) close to the people we serve. Security briefing is mandatory upon arrival at the staff compounds. All travel itineraries should report to the UNDSS radio room before departure and continue reporting their position every 60 minutes, until back to the compound. Official working hours are Monday through Thursday: 08:00 โ€“ 12:00 and 13:00 โ€“ 17:00 hours; while on Fridays 08:00 โ€“ 13:30 hours.

Private and public hospitals and higher clinics are available in Jijiga. However, the medical facilities in the area are insufficient to treat complicated medical cases. The United Nations Health Care Centre (UNHCC) in Addis Ababa provides 24/7 health care services for eligible UN staff and their dependents in different specialized Medical Units. Jijiga city also has many markets, restaurants and shops, including small supermarkets, from where food and other household items can be purchased. Ethiopian Commercial Bank and many other private banks have established branches in Jijiga where financial services, including ATM machines, can easily be accessed.

Transportation in and out of Jijiga is usually done via Ethiopian Airline flights directly to Addis Ababa on an average of 5 to 7 flights per day, although road transport can also be used through buses that ply the Jijiga-Addis or Jijiga-Harar-Dire Dawa routes. However, road travel to Addis Ababa may not be encouraged as it takes a full day compared to the 1-hour flight. Official travel is arranged by the office through a recommended agent.
