Staff on probation are not eligible to apply. In the event that the staff appointed to a new category (i.e., from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.

The position is assigned in the Office of the Controller-Systems Support Group (CTOC-SSG) within the Controller’s Department (CTL). The unit is tasked with implementing IT initiatives, oversees CTL’s overall IT projects and ensures the IT projects are carried out effectively.

The Associate Financial Control Officer oversees the effectiveness of the Department’s business processes and IT systems; administers implementation of new IT systems and enhancement of existing IT systems; directs and supervises the user acceptance tests for IT system developments/improvements and other process improvements initiatives, ensuring that work objectives are accomplished in a timely and effective manner; provides system support on the Department’s disbursement operations for internal and external clients. The incumbent will report to the designated International Staff and senior National Staff.
ResponsibilitiesPlans, organizes, and supports IT projects. Oversees implementation of IT projects and works with the business to identify and specify business requirements to suggest and enhance existing CTL IT systems. Works closely with Information Technology Department (ITD) and business users to oversee various CTL IT projects. Coordinates IT projects, working closely with the other CTL teams: identifies, reviews, analyzes and prioritizes business requirements; initiates changes and revisions to the existing systems and coordinates the needs of business area with ITD; assists in system analysis and design; designs and leads user-acceptance-tests for the systems and data conversions. Prepares and provides inputs to business requirements, prepares user manuals, conducts user trainings in close coordination with ITD. Analyzes system flow and business processes and suggests process optimization to improve internal controls and process efficiency thru system enhancements or process improvements. Reviews and ensures CTL IT systems accommodate existing and changing business needs, in close coordination with business area and ITD; ensures financial information and transactions are maintained accurately in the IT systems. Reviews and verifies IT-generated reports and other reports for accuracy and completeness, ensuring compliance with requirements. Represents CTL in ADB working groups and special projects among others impacting CTL’s IT systems. Coordinates, facilitates, and provides required information to internal and external stakeholders in accordance with established procedures, in a tactful manner. Oversees administrative functions; provides training, briefing and orientation on CTL’s business process and IT systems' procedures, etc. Provides information requested by auditors based on established guidelines and procedures. Coaches and mentors administrative staff. Performs other duties that may be assigned and reflected in the incumbent’s work plan.
Relevant Experience & RequirementsBachelor’s degree in IT, Accounting, or Business Administration preferably with advanced training. Preferably with Certified Public Accountant qualification or Project Management Professional. At least 6 years of combined work experience in IT project management, project administration, or related work experience in accounting or auditing, and with direct experience in data and information management, business data analytics, data mart, big data, and business processes. Experience in credit, lending or finance operations would be an advantage. Proficiency in standard software used in multilateral institutions, particularly Office 365, and in-depth knowledge of a large accounting and disbursement system (e.g., Oracle ERP) and its interfaces with other systems. Familiarity with ADB or multilateral development bank’s loan, grant, technical assistance business process and IT systems preferred. Solid understanding of the general accounting and internal controls concepts and principles, and the application thereof. Good analytical thinking with ability to comprehend causal links, make pros and cons analysis, and analyze factors to reach a decision. Analytical and systematic with strong numerical skills and attention to detail. Effective report-writing and communication skills in English. Ability to guide Administrative Staff and agency staff to facilitate work planning and deliver desired results with quality; proven supervisory and interpersonal skills. Ability to work collaboratively with teams as constructive team member. Ability to plan and coordinate schedules and meet deadlines. The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
