Organizational Setting and Reporting Relationship
The position is assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFD's responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. Further, our teams are involved in several projects improving ADB's performance concerning procurement planning, project implementation, procurement oversight and capacity development. You will be based at our Armenia Resident Mission Office in Yerevan.
You will report to a Procurement Specialist, PPFD/PFP and have a matrix reporting line to the Country Director, Armenia (ARRM).
Your Role
As an Associate Procurement Officer, you will work with other members of the PPFD Procurement Specialist assigned to the Resident Mission and with Procurement Sector Teams in Headquarters and engage with Executing and Implementing agencies (EAs/IAs) of the Borrower, Resident mission and Sector Groups staff, engaged consultants and other partners on all procurement-related aspects of the sector portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

Qualifications
You will need:
Bachelor's degree preferably in engineering, law, business administration or related discipline; preferably with advanced training in public procurement or relevant fields At least 5 years relevant experience in project preparation, processing and implementation with substantial experience in procurement and contract management related to infrastructure and consultant recruitment. Experience with ADB or similar multilateral development bank's procurement policies, regulations, guidelines and procedures, and anticorruption policies. Navigate competing demands with efficiency within general schedule of work, instructions and standardized practices. Apply high-level conceptual reasoning to solve complex organizational challenges with the ability to identify issues and appropriate actions. To coordinate and work collaboratively as a constructive team member. Proficient in expressing ideas clearly in both spoken and written formats in English. This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Armenia.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
