    Organizational Setting and Reporting Relationship

    The Senior Project Officer (Business Solutions) position is assigned to the Finance Sector Office (FIN) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD3, which is comprised of the Finance Sector Office (FIN), Human and Social Development Sector Office (HSD) and Public Sector Management and Governance Sector Office (PSMG): delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.

    FIN leads policy development and regulatory programs in the finance sector of our DMCs, knowledge management, project quality assurance, sector analytic work, and technical assistance (TA) processing and administration in the financial sector.

    The position will be based at our Headquarters in Manila, Philippines.

    You will report to the Senior Director, Financial Sector, or Designated International Staff and will oversee junior team members.

    Your Role

    As a Senior Project Officer (Business Solutions), your primary responsibilities will include leveraging automation tools to enhance operational processes across project and TA lifecycles. You will focus on automating workflows related to TA processing, implementation, monitoring, and evaluation while applying AI/ML solutions to streamline TA implementation and back-office procedures. Additional tasks will involve migrating and integrating IT systems across multi-country contexts, aligning with ADB's strategic goals, and creating IT solutions with ADB's private sector financial sector operations to better leverage and coordinate work across the teams.

    You will:

  • Leverage proven experience in automating business processes to support project and TA processing, implementation, portfolio monitoring, and evaluation.
Apply AI/ML solutions to streamline TA implementation workflows and back-office procedures. Demonstrate a successful track record in the implementation, migration, and integration of IT systems across multi-country projects and TA contexts. Digitize and simplify HR functions, including recruitment, staff movement, promotions, learning, and development, to align with project and TA life cycles. Automate processes related to budgeting and HR operations, enhancing overall operational efficiency. Create knowledge and project sharing platform with ADB's private sector operations supporting the financial sector. Utilize proficiency in automation tools and platforms, including Oracle applications (ERP, CX RightNow, Taleo), Microsoft 365, Power Platform, SharePoint, Dynamics 365, and related systems. Demonstrate strong technical skills in web and database development, content management systems, eLearning platforms, and multimedia tools. Manage projects end-to-end, including cross-functional team coordination and delivery of automation solutions supporting TA implementation. Analyze and report data using Excel, PowerPoint, and BI tools to support project and TA monitoring and evaluation. Create user-friendly documentation and deliver training on digital tools to support TA processing and project implementation. Communicate effectively, translating technical concepts into actionable solutions for project teams, TA stakeholders, and decision-makers. Align with ADB’s IT control framework and processes, including the Software Development Life Cycle (SDLC), Engineering, and Cyber Security standards, ADB’s Citizen Development Framework, Data Governance Policies, and Platform Governance Guidelines for tools such as Power Platform, ServiceNow, and RPA. Coordinate with ITD to ensure alignment with Enterprise Architecture and Integration Standards, supporting consistency, security, and seamless system interoperability.

Qualifications

You will need:

Bachelor's degree or equivalent in finance, business administration, economics, engineering, public administration, or related disciplines ; preferably with Master's degree or equivalent. At least 8 years relevant professional experience in project implementation, and at least 4 years of supervisory experience A post graduate degree in AI/ML, professional certifications such as ITIL 4 Specialist, Microsoft Office Application Specialist, or training in design thinking and systems innovation will be considered an asset, further enhancing your ability to innovate and drive impactful solutions across ADB's operations. Proven experience in automating business processes to support project and technical assistance (TA) processing, implementation, monitoring, and evaluation. Experience applying AI/ML solutions to streamline TA implementation workflows and back-office procedures. Successful track record in implementing, migrating, and integrating IT systems across multi-country projects and TA contexts. Demonstrated ability to digitize and simplify HR functions (recruitment, staff movement, promotions, learning, and development) to align with project and TA life cycles. Proven experience in automating processes related to budgeting and HR operations, enhancing overall operational efficiency. Proficiency in automation tools and platforms, including Oracle applications (ERP, CX RightNow, Taleo), Microsoft 365, Copilot, Power Platform, SharePoint, Dynamics 365, and related systems. Strong technical skills in web and database development, content management systems, eLearning platforms, and multimedia tools. Skilled in end-to-end project management, including cross-functional team coordination and delivery of automation solutions supporting TA implementation. Proficiency in data analysis and reporting using Excel, PowerPoint, and BI tools to support project and TA monitoring and evaluation. Experience creating user-friendly documentation and delivering training on digital tools to support TA processing and project implementation. Strong communication skills with the ability to translate technical concepts into actionable solutions for project teams, TA stakeholders, and decision-makers. Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
