Standard Job DescriptionAssistant Reporting Officer Organizational Setting and Work Relationships General guidance and support are received from the External Relations Officer. Guidance may also be given by the various specialised units in the office. Within UNHCR: Close contacts with sections to gather and analyse information. With EXTERNAL Parties: implementing partners and UN agencies to gather analyse and disseminate information about UNHCR activity information. Impact of Work: Accurate and well-presented information will promote UNHCR action for refugees, contribute to good decision making, and help for fund raising. Errors can lead to inappropriate action, and impact negatively on UNHCRยฟs image and affect funding raising efforts. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Keep abreast with developments in the area of responsibility to prepare appropriate briefings and reports. - Assist in collecting and drafting the required information for the production and dissemination of regular updates for internal and/or external distribution. - Assist in organising donor briefings and the coordination of inter-agency meetings. - Assist in maintaining working relationships with the Government, NGOs, and UN agencies. - Draft and disseminate minutes of the meetings that are held periodically in the duty station. - Accompany visitors and colleagues on monitoring missions to refugee sites giving appropriate briefing, commentaries and prepare briefing material for visitors. - Draft updates, donor reports, background notes, briefing notes, press reports, etc. - Produce reports on UNHCR activities. - Liaise with external partners on behalf of UNHCR. - Perform other related duties as required. Desired Candidate Profile The Far North Region of Cameroon hosts more than 500,000 people of concern to UNHCR, including 130,000 refugees from Nigeria and 370,000 internally displaced persons. Most were displaced due to the Boko Haram crisis, which started in 2013 and affected all Lake Chad Basin countries, including Cameroon. This instability continues to provoke population movements within Cameroon, including the secondary displacement of out-of-camp refugees in Cameroon and the outflows of Cameroonians to Nigeria.

The protection situation became more complex following two other significant events in the region. Firstly, clashes over water resources broke out between herders, farmers, and fishermen in the Logon Birni region in December 2021. This led to a wave of violence that displaced thousands, including 40,000 people to Chad. And secondly, more than 150,000 people were affected by flooding in October and November 2022, including an estimated 60,000 persons forced from their homes due to rising water.

The number of people in need of humanitarian assistance in the Far North continues to rise while funding for humanitarian assistance decreases. In partnership with other humanitarian actors, UNHCR continues to work closely with the Government of Cameroon to safeguard forcibly displaced peopleโ€™s rights and ensure durable solutions for people through returns to communities in Cameroon, voluntary repatriation to Nigeria, and third-country resettlement. UNHCRโ€™s overall objectives, in addition to ensuring the protection of refugees and IDPs, are to promote the independence of refugees and IDPs through access to livelihood opportunities and their integration into national development and assistance programmes while continuing to promote and pursue durable solutions.

Under the overall guidance and supervision of the Head of Sub Office, the Associate Reporting Officer contributes to the production, editing, and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR.

S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.
