Purpose of Job

The Analyst, Governance is a member of the Ukraine Governance sub-team in the Competitiveness, Governance and Political Affairs team in the Policy Strategy and Delivery Department.
The Analyst provides support to Principal Counsellors on recruitment, monitoring and evaluation, budget monitoring, and policy analysis issues within the Ukraine Recovery and Reform Architecture programme. S/he is expected to demonstrate commitment and diligence in ensuring compliance with the relevant recruitment and monitoring standards and guidelines, and show initiative in further improving the existing systems to ensure effective and efficient delivery of programme activities and outcomes.
The Analyst contributes to policy work of other counsellors in the team, including through preparation of relevant analyses, background research and other supporting documentation. S/he contributes to maintaining effective relationships with members of RST/RDO teams, EBRD colleagues as well as external government and international stakeholders on the ground.

The position is based in Ukraine with temporary relocation to Warsaw, Poland. EBRD may grant approval to work from Ukraine to eligible candidates who may not be able to relocate to Warsaw, Poland due to personal objective reasons.

Accountabilities & Responsibilities

โ€ข Support the process of selection of experts for RSTs and other URA-funded teams/units, ensuring compliance with the requirements of the URA Manual and adherence to a transparent and competitive process;
โ€ข Support implementation, maintenance and improvements of a results-oriented monitoring and evaluation system through continuous and comprehensive data collection, processing and analysis across all streams of the architecture, in close collaboration with RST and RDO experts;
โ€ข Ensure timely submission of Progress Reports by RSTs and other URA-funded teams/units, assess the reported progress and identify risks and obstacles for timely implementation of key deliverables;
โ€ข Draft reports and summaries on the progress of programme activities for internal and external audiences;
โ€ข Provide support to monitoring and control of budget activities of the assignments under all streams of the project;
โ€ข Assist the Operation Leader and Project Management Team in their negotiations on priority reform areas with government counterparts as well as liaise internally with sector experts to coordinate input on sector-related elements of the project;
โ€ข Support the Project Management Team in preparing the necessary information for the Grant Review, Procurement, and Donor Co-Financing (DCF) teams regarding all streams of the project, including drafting of Bank documents related to the projectโ€™s progress and performance and reporting to donors.

Knowledge, Skills, Experience & Qualifications

โ€ข Masterโ€™s level degree in public policy/administration, political science, political economy, international relations, or a related field.
โ€ข Prior relevant work experience in donor funded projects.
โ€ข Understanding of the ongoing reform and recovery processes in Ukraine.
โ€ข Understanding of economic reforms, economic regulation, governance, public administration and political economy issues in the transition region and knowledge of economics/finance is an advantage;
โ€ข Strong analytical skills, including advanced Excel, knowledge of statistical packages is an advantage.
โ€ข Fluent English communication skills, verbal and written, including advanced professional report-writing and editing skills.
โ€ข Fluency in Ukrainian.
โ€ข Excellent interpersonal skills, prior experience in programme/project coordination is an advantage.
โ€ข Ability to work under pressure and meet tight deadlines.
โ€ข Ability to operate sensitively and effectively in a political and multicultural environment.
โ€ข Familiarity with the EBRD region of operations and work or study experience in the region.
