About ACAPS

ACAPS provides high quality, independent and multi-sectoral humanitarian analysis. This enables crisis responders to better understand and consequently to better address the needs of the affected population, as well as strengthening the assessment ecosystem. ACAPS achieves this through:ย 

Independent evidence for humanitarian decision-making โ€“ Providing a complementary perspective to donors and operational agencies needs assessments, driving more robust decision-making processes.ย  An outlet for sensitive analysis โ€“ Assessment and analysis are increasingly becoming politicised, and it is risky for operational actors to publish sensitive analysis. As a non-operational agency and independent service provider ACAPS is less constrained by the sensitivity related to mandates.ย  Outsourcing efficiency - Providing donors and others, who often do not have their own independent analytical capability, with a reliable rigorous analysis in support of decision making.ย  Driving effectiveness and efficiency - Better decision-making should result in the effective use of resources resulting either in more people being assisted or better quality of response.ย  Evolution, innovation and progress - Acting as an incubator for new ideas, and an advocate for methodological improvement and change.

Colombia Analysis Hub

In 2021, ACAPS joined the Mecanismo Intersectorial de Respuesta en Emergencias (MIRE โ€“ Intersector Emergency Response Mechanism), composed of NRC, AAH, ApS, and MdM and funded by ECHO. The ACAPS Analysis Hub provided analysis on the armed conflict in Colombia and its humanitarian impact and an evidence base for humanitarian decision-making, enabling a more effective and more efficient humanitarian response. The analysis produced by ACAPS furthermore helped to provide visibility to the humanitarian impact of the conflict.

The analysis produced by ACAPS includes analysis of humanitarian needs and trends, thematic analysis, and forward-looking analysis, including risk analysis. ACAPS furthermore provides technical support and methodological advice to the consortium partners.ย 

The project ended in March 2022. Following this first experience, ACAPS established a new consortium with IMMAP and REACH, focused on information management and analysis and led by IMMAP: the EVIDEM consortium (Evidence-based Decision-making). Through this new collaboration, ACAPS willย provide independent analysis and technical support to contribute to a strengthened humanitarian response, creating a robust evidence base for strategic, program and operational decision making. ACAPS analysis products are multi-sectorial in scope, and integrate descriptive, contextual, in-depth anticipatory analysis, using human-centered approach to understand how diverse population groups in complex environments are affected by multiple risks, including a gender and protection approach.ย The association of those 3 partners will allow better coherence and efficiency in delivering information management and analysis products to the wider humanitarian sector in Colombia, including continued support to the MIRE mechanism, and will support better decision making.ย

The post holder is the manager of the analysis project. This includes strategic leadership, project and team management, defining product lists and ensuring that the project meets its targets, managing workflows and providing clear directions for analysis. The post holder furthermore is responsible for building networks in country, negotiating data access, and will represent ACAPS in key decision-making bodies within the consortium and other high-level engagements. With the support of the ACAPS Grants Manager, the post holder is also responsible for fundraising for ACAPSโ€™ work in Colombia. The post holder is a member of the ACAPS Extended Management Team.

Scope of Work

Leadership and Networking

Build and maintain key relationships with partners in the EVIDEM consortium, at directive and technical levels, to ensure adequate representation and inclusion of ACAPS in all relevant processes and maintain close communication related to analysis and technical needs. Build networks and liaise with key humanitarian stakeholders, including the UN, NGOs, and donor to foster joint analysis, and ensure added value of ACAPS analysis and support to the project. Represent ACAPS at high level forums. Represent ACAPS in meetings with donors, partners, and within the greater humanitarian response, as appropriate. Identify potential collaborations, and support analysts in establishing a key informant network relevant for the project.

Programme Design and Management

Implement the project and its deliverables according to the project proposal. In consultation with the project team, develop and implement a strategy for continuation of the project in 2024 and development of potential other projects for the Colombia Hub, including projects in other Latin American countries, ensuring alignment with ACAPSโ€™ overall strategy. Develop the product list and work plans and establish analysis workflows, and define analysis needs in close collaboration with EVIDEM partners and other key stakeholders. Technical line management of the project staff and coordination of project support through other units of ACAPS. Coordinate collaboration with other analysis projects within ACAPS and ensure Hubโ€™s support to ACAPSโ€™ global analysis products, as required. Manage and monitor the project budget, in close collaboration with ACAPS Finance department. Report on the progress of the project within ACAPS, EVIDEM, and to donors, as required, and lead on MEAL processes.

Analysis and technical oversight

Stay informed about the evolution of the crisis in Colombia and review humanitarian analysis and information landscape to understand gaps. Ensure high quality of all Hub products and the application of the ACAPS collaborative framework.ย  Support the project team in designing and delivering analysis products.

Key Working Relationshipย 

The Team Leader will work closely with all members of the Hub, key interlocutors within ACAPS, and the key humanitarian partners in Colombia. The Team Leader will represent ACAPS within the EVIDEM consortium and ensure a close working relationship with the consortiumโ€™s partners. The Team Leader will represent ACAPS in other humanitarian coordination spaces and ensure working relationships with relevant stakeholders. Within ACAPS, the Team Leader will be part of the Extended Management Team and will report directly to the Head of Programme.

Requirements and Qualificationsย 

Experience

Post-graduate qualification, preferably in humanitarian action, social sciences or international development. At least 5 yearsโ€™ experience in the humanitarian sector at the crisis or headquarters level, with at least 3 years of management experience.ย  Experience leading multinational, multi-disciplinary teams in complex environments. Experience in humanitarian analysis or research across different geographical contexts, and experience in or significant understanding of humanitarian needs assessments and working with primary and secondary data. Experience in representational roles, including engagement with UN Country Teams, government officials, local civil society, donors. Proven ability to work in complex multi-cultural environments. Excellent drafting skills. Proven ability to deliver against targets and meet deadlines within a short timeframe. Experience working on humanitarian crises in Colombia and understanding of their complexity.

Knowledge and skills

Very strong communication skills (written and oral) Fluent written and spoken English and Spanish Excellent computer skills (MS Office, incl. Excel spreadsheets, word processing) Excellent understanding of humanitarian coordination structures Excellent understanding of quantitative and qualitative methodologies
