Setting and ReportingThis position is located within the International Trade Law Division (ITLD), Office of Legal Affairs (OLA), which serves as a substantive secretariat to the United Nations Commission on International Trade Law (UNCITRAL) and is based in Vienna. The incumbent will work under the direct supervision of a Principal or Senior Legal Officer and overall guidance of the Director of ITLD. ResponsibilitiesWithin assigned authority, the Administrative Assistant will be responsible for the following specific duties: Human Resources Management โข Initiate, review, process and follow up on actions related to the administration of the Divisionโs human resource activities, e.g., recruitment of staff, consultants and gratis personnel; placement, promotion, mobility, performance appraisal, job classification reviews, training, time and attendance, separation of staff members, etc., ensuring consistency in the application of UN rules and procedures. โข Respond to inquiries and provide information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations. โข Monitor staffing table and prepare relevant statistical data/charts. Budget and Finance โข Assist in the elaboration of resource requirements and their substantive justifications for budget submissions. โข Assist in the preparation of budget performance reports, analysing variances between approved budgets and actual expenditures. โข Assist with annual programme planning; compile data and record progress on programme performance in SAP/Umoja. โข Perform administrative tasks in SAP/Umoja for raising commitments; initiate payments to vendors; ensure follow-up on outstanding commitments and expenditures. โข Provide support in formulating workplans and associated budgets with respect to other sources of funding; monitor the receipt of contributions to ensure cash availability for implementation; assist with reporting to donors and administration of partnership agreements. โข Monitor expenditure and funding balances using Umoja BI/Analytics; keep managers informed of implementation process and funding. General Administration โข Draft routine correspondence to respond to inquiries in respect to relevant administrative, financial audit, personnel matters. โข Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โข Process and follow up on administrative actions, including travel arrangements, office space planning; identification of office technology needs and maintenance of equipment; procurement of goods and services. โข Serve as focal point for SAP/Umoja; initiate requests for user role provisioning and provide support to team members in performing SAP/Umoja roles. โข Orient less experienced staff to relevant administrative procedures and practices and provide guidance as required. โข Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โข Assist with visualizations and updating information material such as web pages or brochures. โข Perform other work-related duties as assigned. Work ExperienceA minimum of seven years of progressively responsible work experience in administrative services, finance, accounting, audit, human resources or a related field is required. The minimum number of years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher. Experience in the interpretation and application of administrative policies of the United Nations Secretariat or comparable international organization is desirable. Experience handling budgetary matters within the United Nations Secretariat is desirable. Experience in data analytics or related area is desirable. Experience working with Enterprise Resource Planning (ERP), such as SAP/Umoja or other related software systems is desirable.
