Location: Al-MokhaSOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams โ 3000 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
ABOUT THE MISSION
SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.
ABOUT THE JOB
General objective:
The administrator carries out administrative, accounting, and financial management of his/her base, in compliance with donor and Solidaritรฉs International procedures.
- (S)he supervises accounting operations and cash management and carries out budget follow up in conjunction with the program and logistics managers.
The main challenges: There is two recently ended projects to be extended for an additional year. The challenge is reemploye about 10 or more additional salaries. Adding to that a new shared cost methodology has been put in place in May 2024, which is still challenging for the mission to structure around those new process. The base was downsized two months ago from 45 to 15 staff. Hence with the project funding extensions, it will expand.
Priorities for the 2/3 first months:
To develop and operationalize a clear capacity development plan for the administrative team; Support in the start up of the extension projects and update the financial tools to include the projects once validated; Operationalize the cost sharing methodology; Support all the budge holders in budget management to ensure underspents and overspents are eliminated; Review over all staff capacitry building plan.Responsibilities and main activities:
Administrative Management of Personnel
Assist in welcoming and integrating new personnel, ensure they receive administrative briefing Supervise the administrative management of personnel recruitment and hiring has his/her base Supervise the archiving handling and security of Solidaritรฉs International personnel files Ensure that performance reviews are carried out according to defined procedures, and monitor the professional development of personnel Centralize training requests from teams and set-up a training plan Evaluate risks linked to changes in compensation and social policies Oversee the setting up of legal representation and consultation bodies for personnel at his/her base, and assist in conflict management and resolution Update the mission organization chart for his/her respective baseTeam Management
Define the needs of administrative personnel at his/her base, and recruit according to the resources allocated Train, support, and evaluate the administrative team at his/her assignment base Plan and direct the activities of the administrative teamYOUR PROFILE EDUCATION

SI WILL OFFER YOU
A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Individual, comfortable room in the guesthouse, with electricity 24/7. Internet and Phone network available Restaurants and international food are availableSecurity rules in Al-Mokha are rather restrictive, with a curfew at 8.00 pm. Most INGOs are located within the town. The town is still small and it only takes a few minutes to move from one INGO compound to another. Movement are restricted to some validated places like (supermarket, UN and INGO's compounds, activity field sites etc.).
Al-Mokha town is a port city where visits to the beautiful beaches on the Red Sea are possible security permitting. Basic supplies (e.g dry
foodstuffs, green vegetables, fruits etc are also available within the validated supermarket
