Background
Plan International is an independent development and humanitarian organisation that advances childrenโs rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII/Plan Indonesia) was established as national entity of Plan International in Indonesia. YPII is currently starting to implement the new Country Strategy 5 (CS 5) covering fiscal year 20123 to 2027, where the country purpose is in line with the global Plan Internationalโs Purpose โto advance children rights and equality for girlsโ. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies) and thrive (grow healthy and protected from violence). It means that we will take actions to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes.
Role Purpose
Water Construction and Management Specialist will play a key role in ensuring the achievement of the programme objectives which relates to accountable and measurable impact of YPII programme implementation. S/he is accountable for successful implementation of CS5 organizational objective. S/he will support the Area Program Manager, Program Implementation Area Managers, and the country leadership team in striving to strengthen YPIIโs position as one of the leading organizations working to promote girlsโ rights and agency by strengthening monitoring, evaluation and knowledge management for accountability and measurable impact through providing robust data/information on decision making.
Three program implementation areas (PIA) of Plan Indonesia converge on the goal of improving the well-being of sponsor children and youth. Five basic services are identified as fundamental to sponsor childrenโs well-being: birth certificate, basic vaccination, clean water, sanitation, and basic education (12 years). Besides strengthening the agency and leadership of children and youth to attain these basic services, Plan Indonesia is also working to increase the service providers' capacity and commitment, cultivating community-based support as well as parents' and caregivers' knowledge, attitudes, and practices to fulfil children, adolescence and youth rights.
Water Construction and Management Specialistโs main roles and in consultation with the Area Program Manager, the PIAs Managers, and AH-EVACY-SP Program Manager shall include: designing, planning, implementing (technical oversights), monitoring and reporting on the programโs water activities. She/he shall be responsible for the daily implementation, monitoring, and regular consultation with program partners on water program components. Ensure linkage, synergies and complementarity with other sectorial interventions, i.e. sanitation and hygiene as well as proper coordination, consultation and information sharing with partnerโs communities and other stakeholders.
Dimensions of the Role
Reporting to Area Program Manager, and consulting with PIAs Manager and AH-EVACY-SP Program Manager, the Water Construction and Management Specialist is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities, and for ensuring proper coordination with all stakeholders in three program implementation areas in East Nusa Tenggara: Soe, Nagekeo, and Lembata Districts. The position requires extensive field work and movement between several worksites.
Key Responsibility areas are as follows:
- Planning and design of water program in three PIAs
- Supervisory responsibilities in the implementation of water construction and management including monitoring and controlling the construction budget, time, and quality.

Accountabilities
Planning and Design
- Lead preliminary hydro-geological and topo-surveys and compiling data on the existing water sources in close liaison with District Governmentโs Water department
- Identification and technical assessment of feasible water sources or most technically appropriate water supply at the community/village level
- Work in partnership with government authorities, consultant, etc. to prepare technical designs of feasible water supply program.
- Ensure the design of construction of water systems (groundwater or surface water), protection, abstraction, storage, treatment, and distribution for new systems or rehabilitation of existing systems align with Planโs quality standard and governmentโs regulations
- Contribute to the budgeting process and give inputs to the financial management of the water program on technical areas
- Preparing bidding documents, materials, workplan, and technical work specifications
Monitoring and Supervisory Responsibilities
- Together with Field Development Officers (FDOs) and related Program Coordinators (PCs), regular monitoring of ongoing water construction activities to ensure all the activities are as per the design, specifications and work schedule and also verify the work done at site and recommend for payments to contractors
- Consolidate and provide technical guidance and support to PIAs on all water related issues, to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation.

- Ensure that procurements are timely initiated, monitored by the logistics team
- Together with Field Development Officers (FDOs) and related Program Coordinators (PCs), build and strengthen capacity of water management committees to ensure the program sustainability.
Reporting
- Provide qualitative and quantitative records and reports of construction/activities progress
- Prepare cash forecast in liaison with the other program staff in line with the work plans
- Propose anticipated budget realignment in discussion with PIAs managers
- Document and disseminate best practices on water resources management in PIAs coordination and other meetings in field level as may be required
- Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall water program development
Coordination
- External: In coordination with the Area Programme Manager and PIAs Managers actively liaise with the government authoritiesโ entities and any other relevant stakeholder to ensure that PIAs water activities are coordinated to avoid duplication, violation of national regulations. Ensure that all relevant permits and authorizations are obtained from the local authorities to guarantee project stability and good relations with the local government.
- Internal: Under the direction of the Area Program Manager and PIAs Manager, coordinate the implementation of activities with PIA units and ensure that inter-sectoral activities/approaches are planned and coordinated with the respective units/programs.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
- Ensures that Plan Internationalโs global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work.
- Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion.
- Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI.
- Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan Internationalโs Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
