BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Guatemala is an upper-middle-income country with stable macroeconomic indicators and sustained economic growth. Nonetheless, pervasive poverty, high rates of stunting and socioeconomic and political inequality threaten the food security of the most vulnerable people, particularly women, children, and rural and indigenous people. Guatemala is prone to natural hazards and is one of the countries in the region most affected by climate variability and change. WFPโs country strategic plan for 2021โ2024 (CSP) is aimed at supporting the Government of Guatemala in achieving sustainable, inclusive and equitable development by investing in resilience building, nutrition specific and sensitive programmes and policies as a pathway towards rural transformation and the sustainable development of infrastructure and human capital and by providing technical assistance to facilitate exchanges through SouthโSouth and triangular cooperation. The CSP is focused on providing technical assistance for government social protection and emergency preparedness programmes, promoting transformative approaches such as behavior change to improve diets and climate change adaptation, and employing a comprehensive approach to building resilience of communities at risk of food insecurity and malnutrition. Given Guatemalaโs exposure to natural hazards and the impacts of climate change, WFP will also continue to provide direct food assistance to meet essential needs and ensure that the most vulnerable people have access to nutritious food in the event of shocks.
The purpose of the consultancy is to lead and coordinate the development of the 2026โ2030 Country Strategic Plan (CSP) and the National Food Security Assessment, ensuring both processes are inclusive, evidence-based, and aligned with national priorities. This involves managing stakeholder engagement, guiding strategic planning, overseeing data collection and analysis, and integrating findings into a coherent strategy that addresses food security challenges and informs future programming.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Deputy Country Director (DCD), the incumbent will be responsible for:
Monitoring and Evaluation (M&E)
Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans. Contribute to evidence-based decision-making on programme design and implementation,notably through making monitoring, review, and evaluations findings accessible, developing innovative, user-friendly, and informative products.
Support WFP Management in addressing recommendations from monitoring, reviews, and evaluations to ensure that follow-up actions are taken as required. Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR),
standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis. Ensure update the corporate monitoring tool (COMET), and support involved staff in the identification of core elements to include in COMET, integration with other systems (e.g., LESS, WINGS) and validation of data. Draft regular monitoring reports on status of results and implementation progress contributing to create evidence for better programming. Support generating and compiling of data to COโs Annual Country Report (ACR). Manage/support the unit with the implementation of:
Impact evaluations on market participation from family farmers in school feeding using
a specific app.
The CSP related evaluations (MTE and Final) Other evaluations according to specific demand. The candidate will manage or support evaluation processes from planning to completion: hiring and supervising external evaluators; engaging stakeholders, managing communications and budgets, act as focal point, i.e.:
