5 Steps to get a job in the United Nations

Project Context and Scope: ย  IOM works to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems, and to support the systematic and humane management of migration in order to provide humanitarian assistance to migrants in need. ย  The โ€˜Promoting Sustainable and Socially Inclusive Labour Market Integrationโ€™ project aims to increase formal employment of Syrians under Temporary Protection, Persons under International Protection and host community members and strengthen the harmonization process in Tรผrkiye. ย  IOM will aim to deliver a follow-up series of half-day consultations for 9,000 people from migrants, governmental officials and host community members in selected provinces. The meetings will focus on specific audience with specific topics such as schooling, empowering girls and women, reporting mechanism and information on child and early marriage, rule of law, employability, etc.ย  ย  The consultation meetings allow participants to voice their specific needs and challenges in Tรผrkiye and provide a space for public authorities to provide accurate, first-hand information on the services they provide and the rights and obligations of migrants and refugees in Tรผrkiye.ย  ย  The project will conduct informative sessions, participant discussion sessions and surveyย  to analyse the perception and attitudes among members of the academic community from the eight universities targeted under this activity, with regards to topics such as migration, xenophobia and human rights practices.ย The consultant is expected to assess the awareness and perceptions of the target groups on migration through informative sessions and participant discussion sessionsย with students, academics and university staff and to observe and report on the prevalence of xenophobia, stereotypes and misinformation and to provide an in-depth look at human rights practices.ย This report will contribute to the analysis and understanding of the perceptions and fears that feed xenophobic and discriminatory stances towards migration among the academic community and needs of foreign university students to address the obstacles hindering social cohesion, and an overview of cross-country comparisons of human rights practices. The primary research results will contribute to the content of the informative meetings for university students and discussions at the workshops for academics.ย  ย  In accordance with the primary data obtained from participant discussions, will be conducted during the field visits to raise awareness among Turkish and foreign university students about migration and to enhance social cohesion between host and foreign communities. Informative sessions and interactive workshops will be held at eight universities located in provinces with a high concentration of foreign students. Each informative session will last two days. On the first day, the participant discussion sessions with students will be conducted before an informative session with an estimated 300 participants consisting of university students. An online survey will also be shared on the first day. On the second day, the discussion with academics and university staff will be conducted and a workshop will be organized with an estimated 50 participants of academics and university administrative staff. ย  Organizational Department / Unit to which the Consultant is contributing ย  ย  Promoting Sustainable and Socially Inclusive Labour Market Integration Project: ย  Neither IOM nor any of the Project partners are required to provide any physical facilities for the work of the consultant. However, depending on the availability of physical facilities and at the discretion of IOM and/or the relevant Project partners, such facilities may be provided at the disposal of the Consultant. ย  The consultant will be reporting to IOM and will work in close coordination and collaboration with senior project associate. Approvals will be required for the deliverables from IOM and PMM, upon submission of the deliverables stipulated in section 6. IOM and PMM may have some comments and revision requests on the deliverables. IOM and PMM may provide background materials, for the consultantโ€™s review, reference and use, if deemed necessary during the implementation. All documents and data provided to the consultant are confidential and cannot be used for any other purpose or shared with a third party without any written approval from IOM and PMM.

Under these consultancy services, the Consultant is expected to perform the following tasks:

Develop and implement a comprehensive participant discussion and survey to analyse university students and staffโ€™s perceptions and attitudes on issues such as migration, xenophobia and human rights practices.ย  Design, organize and conduct surveys, informative sessions, participant discussion sessions and meetings with students, academics and university staff on the topics of migration, social cohesion, xenophobia and human rights practices in 8 universities. Identify the main stakeholders and target groups to be included in the field research in coordination with IOM and PMM staff. Prepare relevant materials, presentations, and other necessary documents for use in research and workshops. Collect necessary data for the research and workshops, analyse this data, and report the findings. Deliver presentations in informative sessions. Prepare primary brief reports after each field visit and share the report with IOM and PMM. Prepare the anonymized transcripts of the participant discussion sessions and share with the PMM and IOM after the completion of each field visits.ย  Prepare a detailed interim report on theย  ย informative meetings, 8 participant discussion sessions findings, and recommendations, and present these findings to IOM and PMM. Prepare a detailed final report on all informative sessions, participant discussion sessions and workshop findings, and recommendations, and present these findings to IOM and PMM. Collaborate with academic institutions to enhance the effectiveness of field research and workshop activities. Participate in the activity-related meetings. Perform other related duties as assigned.

The Consultantโ€™s functions do not include managerial, supervisory and/or representative functions. The consultant shall work in close cooperation with the PMM and IOM Project Team and will report to the IOM.ย 

The above-listed activities are subject to further revision with the consent of IOM, in coordination with the PMM in line with the emerging requirements of the Project. If required by IOM, the consultant may provide additional consultancy services related to her/his competencies and expertise, in line with this Terms of Reference.

ย  Performance indicators for the evaluation of results

Payment will be made upon the successful completion of the informative sessions, participant discussions and workshops and approval of the final activity result report in three instalments. The consultant is expected to submit a brief report to IOM PoC after each implementation. The reporting and deliverables language shall be Turkish. All information shall be provided in electronic versions in Word and PDF format. The consultant shall be solely liable for the accuracy and reliability of the data provided and links to sources of information used. If translations to other languages are required, IOM will translate the outputs into relevant languages

Academic Qualifications:

PhD Degree level in Migration Studies, Political or Social Sciences, International Relations, Sociology, Youth Studies, Social Services, Psychology or related fields. Experience At least 5 years of relevant experience in migration studies, social cohesion policies or intercultural education at national levels ย  Familiarity with the themes of migration, social cohesion,ย xenophobia,ย and social biases in academic and social settings.ย  Professional experience in working with academics and relevant public institutions Experience in designing and conducting field researchย including surveys, FGDs, qualitative and quantitative data analysisย and workshops. Experience in the United Nations System is an asset. ย  Languages Language: Fluency in Turkish and English. IOMโ€™s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย  Travel required

The activity involves travel when necessary. The consultant must have no travel restrictions within Turkiye and be able to ensure flexibility in their schedule accordingly.ย The travel costs, accommodation costs (bed and breakfast) and living costs (terminal expenses, intra- city travel costs, lunch, dinner, etc.) of the missions to other provinces of Tรผrkiye will be arranged and borne by IOM. IOM will arrange economy class round-trip flight tickets through its contracted Travel Agency.

As per UNDSS rules, the consultant is responsible for completing necessary online security training and submitting certificates and travel clearance prior to assignment-related travels.

Termination of the Terms and Conditions

Based on the performance evaluation after the completion of the informative sessions and 8 participant discussions and interim report, if the work does not meet the expected standards, the contract will be terminated.
