STATEMENT OF DUTIES:
The Financial Analyst position, reporting directly to the Supervisory Financial Analyst (SFA), is one of four professional Financial Analysts (FA) located in the Regional Mission USAID/Ukraine Office of Financial Management (OFM), who is a member of the FA team responsible for the performance of financial reviews, pre-award assessments of all USAID assistance to Ukraine, Belarus, and Moldova; and for ensuring that the full range of financial analysis support is provided to assigned technical portfolio.
This Financial Analyst position provides a full range of financial management services to his/her assigned program portfolio including project design and planning, budgeting, evaluation, and coordinating its financial analysis. The Regional Mission USAID/Ukraine activities have an average per person Operational Year Budget (OYB) of over 65 million and a pipeline value of over 60 million. The incumbent is the primary FM representative and backstop on the Development Objective (DO) teams and provides financial expertise and advice for all activities in the assigned portfolio. S/he is also responsible for assisting in building financial, administrative, and managerial capacity of implementing partners and local NGOs through the performance of assessments, reviews, and delivery of training.
MAJOR DUTIES AND RESPONSIBILITIES:
Regional Mission Support 60%
The incumbent
- Performs all financial reviews, assessments, informal desk audits and pre-award surveys of USAID/Ukraine, Belarus, and USAID/Moldovaโs Implementersโ financial, accounting, internal control and contracting capabilities to determine their ability to adequately safeguard U.S. funds and interests.
- Prepares draft reports to document findings from pre-award surveys and financial reviews and exercises professional judgment in developing recommendations to assist local partners strengthen their financial management capacity. Monitors actions taken to implement the applicable recommendations.
- Conducts formal and informal training for local partners to increase their understanding of USAID rules and regulations, financial reporting requirements and internal control procedures.
- Consults with Implementers and other partners to develop or strengthen financial, operational and personnel policies.
- Assists with the design and implementation of procedures to strengthen the financial management capacity of local partner organizations.
- For assigned portfolio participates in project design and planning, coordinate financial analysis, review for funding project documents in financial management applications, ensure consistency with the project design, and sufficiency of funds.
- For assigned portfolio (a) reviews and enters the quarterly accrual data into Phoenix, (b) prepares and presents QFRs reports; (c) participates in annual project performance reviews.
Audit Management and Resolution 20%
The incumbent
- For assigned portfolio (1) reviews scopes of work for Mission and Recipient-contracted Audits.; (2) attends audit entrance and exit conferences, develops an audit recommendation follow-up system for the Mission to ensure that every effort is made in a timely manner to reach a management decision on corrective actions on audit recommendations, and that is mutually acceptable to the Mission and the RIG/Frankfurt.
- In coordination with the Missionโs Audit Management Officer and the Supervisory Financial Analyst, develops the Missionโs inventory and annual audit plan and the local recipients contracted audit programs. Updates the Regional Missionโs audit tracking matrix.
- Maintains comprehensive and complete files for audit / pre-award /financial reviews for all Mission related activities.
- Assists in the preparation of the annual End-Use Audit Plan for end of project activities to ensure that the endues audit process complies with Generally Accepted Auditing Standards (GAAS) and USAID regulations.
- Assists in the review of audit reports received from across Mission Offices and in the process of formulating recommended corrective actions based on audit findings and recommendations.
Federal Managersโ Financial Integrity Act 20%

- Under the direction of the SFA, coordinates the annual Federal Managersโ Financial Integrity Act (FMFIA) review for the Regional Mission including:
- Sets up the milestones for the annual FMFIA review.
- Follows up on the Missionโs outstanding FMFIA weaknesses from the preceding year.
- Consolidates all internal control questionnaires from the Regional Missionโs Office Directors.
