STATEMENT OF DUTIES:

Basic Function

The Deputy Office Director will work closely with the Office Director to supervise the Health, Population and Nutrition (HPN) Office staff and guide the management of a dynamic portfolio that includes maternal and child health, family planning, nutrition, malaria, and health systems strengthening. The Deputy works closely with the private sector, philanthropic, and financial institutions, and local organizations to facilitate new partnerships. The Deputy liaises closely with high-level host government officials, bilateral and multilateral donors, UN organizations, NGOs, civil society, and other pertinent agencies and organizations. In addition to program management, the Deputy provides guidance to the Global Fund, through the Country Coordinating Mechanism, and the Global Alliance for Vaccines and Immunizations grants through the CCIA.

Within the HPN Office, the Deputy supervises three technical teams: Family Health (FH); the Presidentโ€™s Malaria Initiative (PMI); and Water, Sanitation, and Hygiene (WASH). The Deputy directly supervises the Team Leaders, and indirectly supervises and mentors team members, responsible for an annual program budget estimated at US$71M (FY 22). Additionally, the Deputy plays a key role in strengthening relationships with the Government of Madagascar (GoM). The incumbent reports directly to the Health Office Director.

Major Duties and Responsibilities

Technical and Programmatic (35%)

The Deputy Office Director serves as a well-developed advisor to the Health Office Director, the Mission, and to Embassy leadership on health-related policy, strategy, and programming decisions, and provides high-level technical inputs for strategic programming and operational planning:

Supports the HPN Office Director in the day-to-day oversight of assigned technical HPN programs;Maintains familiarity with relevant state-of-the-art capacity-building and health systems strengthening activities;Identifies and documents technically sound, cost-effective, and innovative approaches to programming;Leads strategic development, implementation, financial management, and monitoring and evaluation of health programs;Manages a broad range of key activities, including the development of in-depth analyses of existing programs and projects, and makes recommendations to strengthen USAID health programs;Responds to taskers and urgent requests by the USAID/Madagascar Front Office, the Embassy, and USAID/Washington; delegating tasks to appropriate Teams and program/project/activity managers and personally writing briefers and strategic documents as required; and,Supports and provides inputs into the development of new health programs and projects.

Team Management and Supervision (35%)

The Deputy Office Director provides management oversight of technical teams, and identifies and resolves program issues, assigns responsibility for activity management and implementation matters, and ensures that activities are carried out in accordance with all applicable Mission and Agency directives and requirements:

Supports the Office Director in management of approximately twenty-four Office staff, with direct supervisory responsibility for leading three teams, of approximately ten staff, as specified above;Assists subordinate Team Leaders in planning, budgeting, organizing, and in the administration of their staff;Works with the Director to ensure the office is responsive to strategic opportunities;Collaborates with the support offices in the management of the health program, including participating with considerable weight in the recruitment of staff, and in establishing management systems;Mentors subordinate, and other, staff in all aspects of providing program support, in the areas of reporting and documentation, monitoring and evaluation, and budget analysis; and, Coaches subordinate, and other, staff to set professional development goals, identifying relevant training opportunities to advance those goals, and strengthen the overall USAID/Madagascar Mission.

Representational and Coordination (30%)

The Deputy Office Director plays a critical role in liaising with the Government of Madagascar, and representing USAID within the community of donors and development/technical partners:

Serves as a key USAID representative on national health-related donor coordination and policy forums;Represents USAID with a wide range of stakeholders from the Government of Madagascar, at the national level, with in-country coordinating and working groups, with research/academic institutions, and with development partners; andMaintains extensive contacts with the private sector and financial institutions, in order to further USAIDโ€™s programming in Madagascar.

The contractor is eligible for temporary duty (TDY) travel to the United States, or to other Missions abroad, to participate in the \"Foreign Service National\" Fellowship Program, in accordance with USAID policy.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education: Possession of a Master's degree or higher qualification in a relevant field such as Public Health, Medicine, International Health or Development, or related social science or clinical field is required. Prior Work Experience: A minimum of ten (10) years of progressively responsible experience working with government and non-governmental agencies in the implementation of public health activities. At least five (5) years of this experience must be in a demonstrated development or related work, for government, donor organizations, host government organizations or private sector institutions. Experience working with senior government officials, program managers, public health experts, policy makers in the health and WASH sectors. Experience working with a multisectoral approach. At least two (2) years of supervisory experience is required. Language Proficiency: Level IV (advanced professional proficiency) fluency in both oral and written English and French is required. Job knowledge: The Deputy Office Director should have a thorough knowledge of the Government of Madagascar (GoM) health, population, nutrition and WASH policies and programs and deep understanding of Madagascar's health systems. Strong knowledge of social science research, policy analysis, policy development and capacity building approaches is required. The Deputy Office Director must fully understand, or demonstrate ability to understand, USAID rules and regulation and procedures. The incumbent is required to master, or demonstrate the ability to master, USAID strategies, organizational structure, and culture. A thorough knowledge, or ability to acquire knowledge of USAID/USG legislation relating to development assistance and population, of USAID programming policies, regulations procedures documentation, and of objectives, methodology and status of programs and projects to which assigned is essential. Skills and Abilities: The assignment requires the ability to mentor and coach staff; to organize, analyze, interpret, and evaluate technical material, policy analysis and program data; to prepare written reports and statistical tables and presentations; and to use standard computer programs, such as word processing, spreadsheet, and presentation software.
