It is a fact that people have always moved and will continue to do so. Another fact is that the poorest usually donโt move as far as the well-to-do. Hence, most of the migrants of African origin stay on the continent. Migration encompasses all kinds of movements from and between African countries: skilled and unskilled labour migrants, refugee flows, students, permanent emigrant residents internally displaced people, victims of human trafficking and tourists. The movements are caused by a variety of push and pull factors and the stages of movement can change from regular to irregular and vice versa. The multiplicity and diversity of migration motivations can be witnessed in the mixed migration flows where those who migrate in aspiration of a better life use the same paths as those who are fleeing from countries that are riddled by conflict. The current migration narrative is dominated by consequences of COVID-19 pandemic on migration. However, the African Union Commission promotes the free movement of persons within the continent as a key enabler for regional integration and the realization of the AfCFTA objectives. Extending health and social services to migrants would enable legal mobility to prevail and minimize illegal migration flows. Africans could then seek a better life in Africa without embarking on the โroutes of deathโ. Improved access to regular migration opportunities (Free movement of persons) and integration infrastructure has a considerable potential to contribute to the wellbeing of migrants and economic growth in destination and origin countries, and in the establishment of social, cultural, and economic links between societies. ECAโs work on migration is located within the Social Policy Section of the Gender, Poverty and Social Policy Division (GPSPD) and covers several projects on the inter-related thematic areas outlined above. These include: โข Implementation of a three-year Development Account project (2020-2023), in partnership with UNDESA and ILO, to strengthen capacities in six countries to (i) collect, analyse and disseminate migration-related data, and (ii) enhance skills recognition for implementing the relevant provisions of the Global Compact. Within ECA, this project is being implemented in partnership with the African Centre for Statistics (ACS) and the Sub-regional Office of North Africa (SRO-NA). โข The Global Compact on the continent. The review process was completed in September 2021 and the IMRF will take place in May 2022. The United Nations Network on Migration is responsible for ensuring coherent system-wide United Nations support as well as coordinating the regional reviews of the implementation of the Global Compact. โข Contribution to the Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP), a long-term joint undertaking between the AUC, ILO, IOM, UNECA, and UNDP for establishing regular, transparent, comprehensive and gender-responsive labour migration policies, legislation and structures at national and regional levels. The JLMP helps implement the Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development adopted by the Assembly of Heads of States and Governments in January 2015. โข The Joint AUC/ECA/Italian government migration project on the theme: โInternational migration in Africa: Shaping a positive narrative and removing barriers to mobilityโ will be implemented during the period February 2023 through January 2025. To implement these projects, ECA works closely with several partners and stakeholders at the regional and global levels such as: โข African Union Commission (AUC) โข International Organization of Migration (IOM) โข Population Division in the UN Department of Economic and Social Affairs (UNDESA) โข International Labour Organisation (ILO) โข Regional Economic Commissions โ ECLAC, ESCAP, ESCWA. Within ECA, the Gender, Poverty and Social Policy Division works closely with the African Centre for Statistics, the Regional Integration and Trade Division (RITD), and with the ECA Sub-regional offices as required. II: OBJECTIVES OF THE PROJECT In line with the ECA migration strategic areas of focus, the following six (6) areas form part of GPSPD engagement in the current reporting period and for the next few years. The following are the objectives of the project: 1. To promote Economic Empowerment of Migrant Women: Identifying and supporting migrant womenโs engagement in economic activities. 2. To improve migration statistics and โGood Legal Identityโ of migrants in the East and Horn of Africa. 3. To support the AU Technical Assistance Facility on Migration Governance with 2 technical experts. 4. To support Combating Irregular Migration among AU-HoAI Member States and Countries that Lie Along the 3 Irregular Migration Corridors from the Horn of Africa. 5. To support Cross-border Infectious Disease Surveillance and Data Collection on Migrants' Health in Africa. 6. To enhance the free movement of persons and pathways for labour mobility and skills portability in Africa. Qualifications/special skillsA Bachelor degree in the field of behavioral sciences. To work on international migration and economic development in Africa LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either working language is required. Knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
