Setting and ReportingThis position is in the Field Technology Section (FTS) within the United Nations Stabilization Mission in the Republic of the Democratic of Congo (MONUSCO) with duty Station, Kinshasa and Goma. The Telecommunications Assistant will report to the Information and Communication Technology (ICT) Officer at the location. ResponsibilitiesWithin the delegated authority, the Telecommunications Assistant will be responsible for the following duties: Technical Support โ€ข Installs and maintains alternate energy systems such as UPSs and solar panels. โ€ข Installs, commissions and maintains HF base and mobile transceivers, HF email systems, VHF and UHF base stations, repeaters, mobile, and handheld units, tetra systems, digital microwave links including VSAT system. โ€ข Erects antenna masts and installs wide range of VHF/UHF and HF antennas. โ€ข Assists in pre-planning VHF/UHF/HF network configuration; coordinates rigging requirements. โ€ข Programs transceivers installing appropriate frequencies and other pre-set technical parameters. โ€ข Ensures UHF/VHF repeater interconnectivity for maximum coverage. โ€ข Performs any other related duties as required. Operations Support โ€ข Raise shopping Cart in UMOJA System and follow closely their execution by Procurement Section according to the Section Acquisition Plan. โ€ข Monitor shopping cards raised in the monthly Acquisition Plan. โ€ข Assist in budget preparation (costing sheet for goods and services, travel budget and acquisition plant) and RBB. โ€ข Check and assign Business Partner roles as required. โ€ข Monitor expenditures to ensure that the Account Codes have been used properly. โ€ข Initiate pre-commitment for MOD and & direct expenditure once required according to the appropriate budget lines (object code & cost center) according to the established regulation. โ€ข Prepare Administrative and Financial official memo and assist in the administrative work of the Unit to ensure optimal output. โ€ข Ensure that Purchase Order is issued according to specifications and monitor the status of POs to avoid delays. โ€ข Receive and review all incoming documents for payment of goods and services, and issue service certification. โ€ข Issue the Service Certification report in UMOJA System after reviewing invoices by the Chief FTS according to the payment process and regulations. โ€ข Performs related administrative duties, as required, such as drafts routine correspondence, and assists with the coordination of the travel programme. โ€ข Monitors accounts and payment to vendors and individual contractors for services. โ€ข Assists with the administrative arrangements for seminars, conferences and meetings. โ€ข Assists with the coordination of translation/interpretation services for the section/unit. โ€ข Prepares, processes and follows-up on administrative arrangements and forms related to the official travel of staff. โ€ข Maintains up-to- date work unit files (both paper and electronic). โ€ข Coordinates extensively with service units and liaises frequently with internal team members both at Headquarters and in the mission. Other duties and responsibilities โ€ข Ensures that all the required spare parts and supplies are in place so as to minimize downtime of ICT equipment. โ€ข Assists with the regularly scheduled and preventative and corrective maintenance on ICT equipment. โ€ข Coordinates with the asset management unit regarding the upkeep of proper inventory records. โ€ข Assists and organizes the receiving/inspection of new equipment. โ€ข Assists in formulating technical training curriculum and the conduct of in-house training programs for national staff and others within the unit. Technical Certification telecommunications equipment or related fields is desirable. Work ExperienceAt least three (03) years of experience in telecommunications working with electrical installations, UPSs, HF/VHF/UHF radio, wireless connectivity, satellite, WAN and LAN technologies in a globally distributed telecommunications operation Or three (03) years of work experience in providing ICT operational support in budget preparation, cost recovery and general office administration is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both English and French is required.
