Result of ServiceThe Consultant’s ultimate results of services will be to support the work of the Technical Secretariat of the Scientific Advisory Committee on Climate Change through methodological support for the preparation of the Preliminary Report of Law 21. 455 prior to the publication of the ECLP and the elaboration of prioritized thematic reports based on the published NDC; which include the design of participatory methodologies involving different perspectives for the elaboration of the report, the organization of spaces for dialogue, the systematization of the contributions made in these meetings for their incorporation in the final results of the ECLP and the development of specific products to support the thematic reports, which will be presented at COP30. Work LocationHomebased, Santiago, CHILE Expected duration7 MONTHS Duties and ResponsibilitiesThe Paris Agreement on Climate Change represents a milestone in global efforts to address the climate crisis. As a vulnerable country to the effects of climate change, Chile faces significant risks to its ecosystems, economy, and communities. Extreme weather events such as droughts, heatwaves, and forest fires have intensified, threatening biodiversity, water resources, and agricultural productivity. Coastal areas are also at risk due to rising sea levels, impacting infrastructure and livelihoods. To address these challenges, Chile has demonstrated a strong commitment to climate action. Guided by Law 21.455 on Climate Change, the country has institutionalized the process of updating its Nationally Determined Contributions (NDCs). This legislation establishes a framework for enhancing climate ambition while ensuring transparency and inclusivity. The Ministry of Environment leads the NDC update process, supported by various Support Entities that provide technical and scientific input. A key component of this framework is the Scientific Advisory Committee on Climate Change, which advises the Ministry of Environment on incorporating the latest scientific evidence into climate policy. The Ministry of Science, Technology, Knowledge, and Innovation serves as the Committee's Technical Secretariat, ensuring it has the necessary resources for effective operation. This collaboration strengthens the alignment of Chile's climate commitments with the best available science. As part of the NDC 2025 update and Long-Term Climate Strategy (ECLP) process, technical support will focus on producing a comprehensive scientific analysis and supporting the preparation of documents for the “Preliminary Report” under Law 21.455. This report will serve as a key input for the NDC 2025 update and the ECLP, ensuring policy decisions are grounded in robust scientific evidence. Additionally, communications support will facilitate the design and layout of high-quality knowledge transfer products, tailored for both general and technical audiences. The project will also generate thematic reports aligned with NDC priorities, supported by specialized workshops and data systematization. These reports will provide valuable insights and will be presented at COP30, enhancing Chile’s visibility and engagement on the global stage. Through this integrated approach, Chile aims to ensure that its climate actions remain ambitious, transparent, and informed by the latest scientific knowledge. Through these efforts, Chile is taking significant steps toward achieving a low-carbon, climate-resilient future, contributing to the global goal of limiting temperature rise to 1.5°C while promoting equity and sustainable development. In this sense, UNEP is recruiting a Technical Support Professional in Chile to support the work of the Technical Secretariat of the Scientific Advisory Committee on Climate Change. This support will consist of methodological support for the elaboration of the Preliminary Report of Law 21.455 prior to the publication of the ECLP and the elaboration of prioritized thematic reports based on the published NDC, the design of participatory methodologies involving different perspectives, the organization and development of spaces for dialogue and the systematization of the data generated during the process and the delivery of specific products to support the thematic reports, which will be presented at COP30. The consultant will be supervised by UNEP’s NDC Act & Invest Global Coordinator and will work in a hybrid work model, enabling the Technical Support Consultant to work from home, while participating in-person activities such as meetings and stakeholder engagements as required, at the Ministry of Science, Technology, Knowledge, and Innovation located in Santiago, Chile. Specific tasks and responsibilities: 1. Provide methodological support for the preparation of the “Preliminary Report” of Law 21.455 prior to the publication of the ECLP. 2. Design participatory methodologies that allow the integration of diverse perspectives in the development of the report, with emphasis on the follow-up of NDC proposals and their implementation within the framework of the ECLP. 3. Organize and develop spaces for dialogue, the systematization of the contributions made in these meetings and the generation of final products that facilitate the incorporation of the results in the text of the ECLP. 4. Provide methodological support for the preparation of prioritized thematic reports based on published NDCs. 5. Support the coordination and planning of the technical work of the Scientific Advisory Committee on Climate Change throughout the NDC 3.0 process. 6. Design and implement specialized workshops for the collective construction of thematic reports. 7. Systematize the data generated during the process and deliver specific products to support the thematic reports to be presented at COP30. 8. Attend the inception workshop and all other virtual and in-person meetings related to project execution. 9. Support meetings with the Scientific Advisory Committee and UNEP to provide insights related to the execution of the project. This includes preparing briefs and summarizing barriers identified, lessons learned, and best practices associated with project execution. 10. Elaborate narrative progress reports to serve as inputs for UNEP's coordination team. 11. Ensure coordination between the different stakeholders involved in the project to ensure high-level coordination in the execution of all the activities. 12. Ensure coordination with other national and sectoral level activities being carried out in Chile related to NDC and ECLP. 13. Support any other activity required by the Scientific Advisory Committee and UNEP related to the objective and scope of the project. Qualifications/special skills● Bachelor's or professional degree in the area of environmental sciences, social sciences, engineering, or related fields, with specific knowledge of climate change. (Required). ● Master’s degree in the area of environmental sciences, social sciences, engineering, or related fields, with specific knowledge of climate change. (Required).
