Result of ServiceThe Consultant’s ultimate results of services will be to provide scientific support in the field of mitigation for the preparation of the report \"Preliminary Report\" of Law 21.455 prior to the publication of the ECLP. The work will consist of documentary research assistance and drafting of scientific texts required for the report, with special attention to the follow-up of the NDC proposals and their implementation and deployment in the text of the ECLP. The Consultant will provide a report with the review and analysis of the current ECLP in its mitigation dimension based on the updated NDC; a report with the analysis from the mitigation perspective of the four issue-specific reports that the Committee will take to COP30; and a report with the document review and recommendations for the update of the mitigation dimension of the ECLP. Specific tasks and responsibilities: 1. Elaborate the Scientific Committee´s Preliminary Report on the ECLP (in its mitigation dimension), to be published by the Ministry of Science, Technology, Knowledge, and Innovation in 2025. The Preliminary Report should provide recommendations for updating the ECLP in alignment with the 2025 NDC update while ensuring compliance with Law 21.455 on Climate Change. 2. Supervise the elaboration of the Scientific Committee thematic reports that will be published by the Ministry of Science, Technology, Knowledge, and Innovation during 2025 and 2026. 3. Elaborate a database of all documents reviewed and a record of all meetings and interviews conducted. 4. Comply with all products in a timely and coordinated manner. 5. Ensure that all project deliverables consider the progress of the NDC Update, with a view to its implementation in the ECLP, ensuring coherence and alignment. 6. Provide technical support on the work of the other technical specialists hired for the project to ensure methodological alignment and communication. 7. Provide technical support in ensuring the implementation of the activities and the development of the project deliverables follow the required quality standards and are within the time and cost limitations specified in the approved project document. This includes the timely review of the project deliverables (drafts and final versions) to provide feedback and ensure the expected technical quality. 8. Attend the inception workshop and all other virtual and in-person meetings related to project execution. 9. Support meetings with the Scientific Council and UNEP to provide insights related to the execution of the project. This includes preparing briefs and summarizing barriers identified, lessons learned, and best practices associated with project execution. 10. Elaborate narrative progress reports to serve as inputs for UNEP's coordination team. 11. Ensure coordination between the different stakeholders involved in the project to ensure high-level coordination in the execution of all the activities. 12. Ensure coordination with other national and sectoral level activities being carried out in Chile related to NDC and ECLP. 13. Support any other activity required by the Scientific Council and UNEP related to the objective and scope of the project. As a vulnerable country to the effects of climate change, Chile faces significant risks to its ecosystems, economy, and communities. Extreme weather events such as droughts, heatwaves, and forest fires have intensified, threatening biodiversity, water resources, and agricultural productivity. Coastal areas are also at risk due to rising sea levels, impacting infrastructure and livelihoods. To address these challenges, Chile has demonstrated a strong commitment to climate action. Guided by Law 21.455 on Climate Change, the country has institutionalized the process of updating its Nationally Determined Contributions (NDCs). This legislation establishes a framework for enhancing climate ambition while ensuring transparency and inclusivity. The Ministry of Environment leads the NDC update process, supported by various Support Entities that provide technical and scientific input. A key component of this framework is the Scientific Advisory Committee on Climate Change, which advises the Ministry of Environment on incorporating the latest scientific evidence into climate policy. The Ministry of Science, Technology, Knowledge, and Innovation serves as the Committee's Technical Secretariat, ensuring it has the necessary resources for effective operation. This collaboration strengthens the alignment of Chile's climate commitments with the best available science. As part of the NDC 2025 update and Long-Term Climate Strategy (ECLP) process, technical support will focus on producing a comprehensive scientific analysis and supporting the preparation of documents for the “Preliminary Report” under Law 21.455. This report will serve as a key input for the NDC 2025 update and the ECLP, ensuring policy decisions are grounded in robust scientific evidence. Additionally, communications support will facilitate the design and layout of high-quality knowledge transfer products, tailored for both general and technical audiences. The project will also generate thematic reports aligned with NDC priorities, supported by specialized workshops and data systematization. These reports will provide valuable insights and will be presented at COP30, enhancing Chile’s visibility and engagement on the global stage. Through this integrated approach, Chile aims to ensure that its climate actions remain ambitious, transparent, and informed by the latest scientific knowledge. Through these efforts, Chile is taking significant steps toward achieving a low-carbon, climate-resilient future, contributing to the global goal of limiting temperature rise to 1.5°C while promoting equity and sustainable development. In this sense, UNEP is recruiting a Technical Support Consultant in Chile to provide scientific support in the field of adaptation for the preparation of the report \"Preliminary Report\" of Law 21.455 prior to the publication of the ECLP, which will consist of documentary research assistance and drafting of scientific texts required for the report, with special attention to the follow-up of the NDC proposals and their implementation and deployment in the text of the ECLP. The consultant will be supervised by UNEP’s NDC Act & Invest Global Coordinator and will work in a hybrid work model, enabling the Technical Support Consultant to work from home, while participating in-person activities such as meetings and stakeholder engagements as required, at the Ministry of Science, Technology, Knowledge, and Innovation located in Santiago, Chile. Qualifications/special skillsACADEMIC ● Master’s degree in environmental management, engineering, environmental sciences, economics, political science, public administration, or a related field (Required). ● PhD in environmental management, engineering, environmental sciences, economics, political science, public administration, or a related field (Required). PROFESSIONAL EXPERIENCE ● Minimum five (5) years of relevant work experience in project management (Required). ● Minimum three (3) years of relevant experience in planning, implementing, and/or monitoring development initiatives, policies, and programs related to climate change in Chile (Desirable). ● Strong analytical skills in sustainability and resilience research, with expertise in low-carbon technologies, energy system performance and modelling, as well as in climate change planning and financing, demonstrated through peer-reviewed publications and technical reports (Desirable). ● In-depth knowledge of Chile’s climate change regulatory and planning framework, including hands-on involvement in projects addressing urban energy management, carbon neutrality, and climate change mitigation and adaptation at the national and local levels (Desirable). ● Demonstrated experience working with public institutions in Chile, with a focus on bridging research and policy to advance sustainable development (Desirable). ● Commitment to interdisciplinary and socially inclusive research, including works on sustainability that integrates diverse social dimensions (Desirable). ● Proven track record in policy-relevant outputs, including technical reports for public institutions and peer-reviewed articles with actionable insights for national and local governance (Desirable).
