    The specific language requirements for this position are detailed hereunder.     Introduction

    The position is located in Angola covered by ILO Country Office for the Democratic Republic of the Congo, Angola, Central African Republic, Chad, Congo and Gabon (CO-Kinshasa). The ILO (International Labour Organisation) is the United Nations specialized agency whose mission is to promote social justice through improved access of men and women to decent and productive work in conditions of freedom, equity, security and dignity.
    The project โ€œExpanding Social Security to Support the Formalization of the Angolan Economyโ€ is anchored under the European Union Delegation program โ€œSupport to formalisation of the economy including social protection and support to Public Finance Managementโ€, including a Budget Support Operation and complementary measures, to be carried out under the 2021-2027 Multiannual Indicative Programme (MIP) for Angola, with the general objective to contribute to accelerating the transition from the informal to the formal economy in Angola, by expanding Angolaโ€™s contributory social security coverage and benefits.
    The project has the following main objective:
    Support the formalization efforts from the Government of Angola by supporting the expansion of coverage and benefits of social protection in Angola.
    Within the overall framework of the programme, the Project focuses particularly on the extension of social security as a means to facilitate the transition to the formal economy, in conjunction with employment and formalization policies as well as improvement of the public finance management.

    Project Implementation

    Social protection coverage in Angola is very limited even though it is a middle-income country. The informal economy is the main entrance to the labour market and the informality rates are very high, especially amongst women and in the rural areas, which is associated with limited coverage of social security, poor access to social and health services, and business services and including financial and digital inclusion.

    In this context, the project will actively involve Government Institutions, decision-makers, employers and workersโ€™ representatives, and civil society in expanding social security coverage, through six strategic areas: i) The process of decision-making of the Government concerning social security issues is enhanced; ii) Angolaโ€™s Social Security National Institute (INSS) capacities for communication and awareness upgraded, iii) Digitalization of the services and administration of the INSS increased, with special attention to interoperability of systems; iv) Governance and administration in INSS shaped by international best practices; v) INSS, Government and social partners knowledge on social protection and social insurance increased; vi) Consultation process among social partners strengthened. The interrelation between these six areas, if correctly designed and implemented, will have a positive incidence on the level of social protection coverage in Angola and will contribute to the objective of transitioning Angolaโ€™s economy to a more formal and inclusive economy.

    The ILO seeks to recruit a Technical Officer to support the implementation of the project โ€œExpanding Social Security to Support the Formalization of the Angolan Economyโ€, in Angola.

    The Technical Officer will be based in Luanda, Angola, working in close collaboration with the Project Manager and the project staff in Angola, as well as with colleagues from other countries under ILO CO-Kinshasa and the ILO Decent Work Technical Support Team in Yaoundรฉ.

    Under direct supervision, within the policy and procedural requirements established by the ILO and the project โ€œExpanding Social Security to Support the Formalization of the Angolan Economyโ€, the Technical Officer will assist the overall activities of the above project by providing technical support to the project and contribute to the expected outcomes. The incumbent will promote ILO policies in the project related technical areas.

    The position will report to the Project Manager. The Technical Officer will work in coordination with project staff from ILO and national partners involved in the implementation of the project โ€œExpanding Social Security to Support the Formalization of the Angolan Economyโ€. S/he will also work closely with the Social Protection Specialists based on the ILO Decent Work Team in Yaounde, who is the backstop of the project, and other technical experts from the Social Protection Department (SOCPRO).

    Description of Duties

    1.Carry out a range of activities for the implementation of project objectives in conformity with ILO policies, procedures and practices; the project strategies; and in accordance with ILO programming guidelines, country action programs and administrative and financial procedures with particular attention to gender responsiveness.
    2.Collaborate with the project professional team and national partners in the design, implementation, monitoring and evaluation of activities, in coordination with the Social Protection Department (SOCPRO); ILO Decent Work Team in Yaounde and ILO Country Office for the Democratic Republic of the Congo, Angola, Central African Republic, Chad, Congo and Gabon (CO-Kinshasa).
    3.Provide administrative and technical backstopping for the Project/Programme, as required.
    4.Undertake gender-mainstreamed research, analyse and present data, statistics and other information on assigned topics and country experiences in the area of Social Protection. Prepare first drafts of analytical studies. Participate in technical activities for research and data collection purposes. Draft terms of reference for research consultants and follow up on the collection of their work outputs.
    5.Maintain up-to-date knowledge on good practices, lessons learned, trends and other relevant considerations and policy developments in the area of Social Protection. Source information and update and maintain related technical databases, web pages, digital platforms and other knowledge tools. Support work on the development, publication and dissemination of knowledge products, tools and promotional materials.
    6.Provides technical support to project stakeholders to improve social protection policies, legislation, and programmes and improve linkages with other interventions
    7.Establish and/or maintain a database for monitoring and evaluation and aimed at tracking progress against Key Performance Indicators. Undertakes improved monitoring and research findings around social protection impact and use of data and research for strengthening programme results
    8.Assist in organizing workshops and seminars and participate in training seminars and workshops as resource person. Contribute to staff training and strengthening of project teams in the countries.
    9.Liaise on operational matters related to the project with different stakeholders from governments, workers' and employers' organizations, UN organizations non-governmental organizations.
    10.Provide inputs for budget preparation and other related matters, including preparing relevant documentation for responsible ILO entities.
    11.Collaborate closely with relevant ILO programmes and projects, ILO units and responsible ILO offices and DWT as appropriate, to obtain technical inputs and share best practices and lessons learned.
    12.Undertake missions relating to project implementation and perform other duties as may be assigned by the Supervisor.

    Required qualifications

    Education

    First level university degree (Bachelorโ€™s or equivalent) in economics, administration, social policy, statistics, or social sciences with proven expertise in the field of social protection. An advanced university degree (Masterโ€™s or equivalent) would be an advantage.

    Experience

    -At least three years of relevant professional experience in the field of social protection. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour, social affairs, health and/or education would be an advantage.
    -Ability and proven experience with monitoring and evaluation systems for Social Protection programmes and statistics would be an advantage.

    Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or education would be an advantage.

    Languages

    Excellend command of English and good working knowledge of Portuguese. Knowledge of French is an added value.

    Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
The first contract will be issued for a twenty-four month period. A successful external candidate will be on probation for the first two years of assignment. Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
