Responsibility 2: Programme Design and Business Developmentย 

Lead the design of new projects, ensuring technical quality, feasibility, and relevance to the context and affected populations Ensure the development of sound theories of change, logical frameworks, indicators, and methodologies in project proposalsย  Collaborate with the Senior Grants Officer, Operations Manager, and Country Director to transform funding opportunities into strategic, high-quality programmesย

Responsibility 3: Technical Support and Quality Assuranceย 

Supervise and guide technical specialists (e.g. Rehabilitation, AVR, Education, MHPSS), ensuring consistency of technical approaches across field teamsย  Ensure Project Managers receive regular technical support and that HI\u2019s minimum quality standards and guidance are appliedย  Monitor programme quality, lead the implementation of evaluation and audit recommendations, and ensure continuous improvementย  Ensure technical tools, guidelines, and training materials are up to date and aligned with HI standardsย 

Responsibility 4: MEAL and Accountabilityย 

Ensure alignment with HI\u2019s Planning, Monitoring, and Evaluation (PME) policy and impact measurement frameworksย  Supervise the MEAL Manager and contribute to the development of MEAL systems and tools across sectorsย  Promote the use of evidence, lessons learned, and good practices to inform decision-makingย  Ensure that accountability mechanisms to affected populations are in place and functioningย

Responsibility 5: External Engagement and Representationย 

Represent HI\u2019s technical expertise in relevant clusters, working groups, and coordination forumsย  Support the Country Director and technical staff in external engagement with donors, partners, UN agencies, and authoritiesย  Contribute to evidence-based advocacy and strategic communication efforts, in line with HI's global positioning and valuesย

Responsibility 6: Emergency Preparedness and Responseย 

Lead technical preparedness efforts, including scenario planning and response strategiesย  In case of rapid onset or escalation, reprioritize technical support and ensure relevance and adaptability of emergency programmingย 

Requirements

Qualification: You hold a Master's degree in one of HI's technical sectors of intervention and/or in international cooperation and/or humanitarian development. Experience You have a minimum of 5 years experience in humanitarian development with experience in project management (multi or complex) + experience(s) in one of HI's technical sectors of intervention. You have at least 5 years of overall professional experience in humanitarian emergency responsesย  You have work experience in programming in multi-site, multi-sector programs, for humanitarian and/or development programs Experience in the field of inclusion of people with disabilities is welcome Competencies Experimented team management: You're are able to develop team members: developing the ability of staff to work independently. You're able to manage stress You're flexible and have good problem solving skills Language: You are fluent in Englishย

6 months International contract starting from September 1st 2025;ย  The international contract provides social cover adapted to your situation:ย  Unemployment insurance benefits for EU nationals;ย  Pension scheme;ย  Medical coverage with 50% of employee contribution;ย  Repatriation insurance paid by HI;ย  Salary from 2986 \u20ac gross/month upon experience;ย  Per diem: Jordan: 713 \u20ac net/month- Palestine: 848 \u20ac net/month Hardship: when in Jerusalem: 250 \u20ac net/month; or 500 \u20ac net/month while in Gaza or West Bank Paid leaves: 25 days per year;ย  R&R: 1 day per monthย  Position: single Shared accomodation taken in charge by HI;ย
