FHI 360 is currently recruiting for the position of Technical Director for a project in Lesotho funded by the Millennium Challenge Corporation (MCC). The project focuses on sustainably improving clinical service delivery, building the capacity of district health management teams (DHMTs), and the inclusion of gender-based violence (GBV), clinical treatment and response protocols in line with the requirements of the 2022 Domestic Violence Bill.

Job Summary:

Serves the role of the Technical Director for a large project, managing technical teams and project activities from award through close-out. Primary responsibility for managing the projectโ€™s relationship with the Ministry of Health, driving progress and impact. Ensures completion of project technical activities on schedule and within budget constraints. Selects, develops, and evaluates personnel to ensure efficient project implementation. Oversees the planning and successful delivery of the technical project workstreams related to HRH, GBV, DHMT strengthening, PFM, communications and advocacy and MEL; directly managing technical leads in each of these areas and ensuring project deliverables are met on time and deliver desired impact. Liaise with the funder, Government of Lesotho, and other key stakeholders as needed. Contribute project experience and learning to national and global thought leadership initiatives.

Responsibilities include:

Technical Direction

  • Serves as the technical lead in a number of project domain areas (e.g., DHMT structure, health system staffing norms)

  • Build a close working relationship with the Ministry of Health and other counterparts, ensuring that project objectives are met, impact is achieved, and capacity is built

  • Leads the technical operational and tactical activities for the project.

  • Directly manage technical leads overseeing workstreams, including for GBV, DHMT strengthening, PFM, communications and advocacy, and MEL.

  • Ensures high quality technical deliverables are developed, submitted and approved on schedule and within budget parameters. Ensure sufficient backstopping and quality control resources are mobilized and deployed.

  • Develops and implements processes and procedures to achieve strategic technical goals of the project.

  • Provides direction to ensure technical activities are compliant with client agreements, government regulations and the organizationโ€™s policies and procedures.

  • Responds to client requests and questions on technical matters and ensures timely drafts and submissions of consents, approvals and/or waivers.

  • Manages the monitoring and evaluation activities of a project including quarterly, annual, and other reports.

  • Promotes project success by collecting, writing, and distributing success stories, case studies, photos, and outreach at events.

  • Attends informative events related to the subject matter or region of a project to network and learn information that could be valuable to project activities.

  • Supports knowledge management within the project, including the capture and articulation of success stories, best practice and lessons learned.

  • Directs and guides staff with training and developing process improvement initiatives to ensure compliance with company and government standards.

  • Supports performance management and professional development of direct including ongoing feedback, coaching and career

  • Engages in writing publications and may contribute to developing proposals for new projects.

  • Represents the project when the Project Director is unavailable

  • Performs other duties as assigned.
