Result of ServiceUnder the direct supervision of the UNEP Project Manager, the Technical Consultant will lead the local implementation of project activities on the ground in Laos during the course of project implementation, such as stakeholder engagement, workshop organization, presentation and workshop hosting, review and technical inputs into reports and attendance of regular check-ins. The Technical Consultant is expected to be available for regular (most likely bi-weekly) meetings online with the Supervisor to discuss activity implementation and progress during the implementation time of the project. The Technical Consultant will be paid per deliverable. i. Review of a draft of the inception report validating project design 25% ii. Provide technical inputs to and review othersโ€™ inputs into the Deliverable D6 Final Report on Gaps and Options on financing and governance mechanism. 25% Work LocationRemote, Vientiane, Laos Expected duration20 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch, located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology, and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries. The Technical Consultant will be responsible for the engagement of core stakeholders like the Department for Climate Change at the Ministry for Natural Resources and Environment and any other relevant ministries, as well as other secondary stakeholders in Laos. The incumbent will undertake a part time assignment to perform the following tasks and functional responsibilities: 1. Stakeholder Engagement Together with the Support Services Officer, the Technical Consultant will be responsible for the engagement of core stakeholders like DCC/MONRE and any other relevant ministries, as well as other secondary stakeholders in Laos. Stakeholder Engagement involves establishing close ties early on to facilitate cooperation with existing initiatives like the Technical Working Group on Climate Change (TWGCC), and partners in the UNDP Climate Promise project, the World Bank and GGGI. โ€ข Gather relevant Lao participants for an inception meeting with core stakeholders. DCC and other relevant parties at MONRE, World Bank staff and GGGI representatives This will include relevant representatives from the World Bank working on the Laos LTS, staff from GGGI working on an NDC implementation plan. โ€ข Organize semi-structured interviews with key stakeholders and, if language is a barrier, conduct them in Lao based on an outline co-developed with UNEP CCC staff. โ€ข Desk review of relevant documents (some in Lao) and gathering of relevant documents in a shared drive with UNEP-CCC. These documents include any that help gain an overview and in-depth understanding of the institutional arrangements, regulations, strategies, plans, programs, projects, and practices that relate to the implementation of NDCs and the LT-LEDS. If particular sectors are chosen (agriculture, waste management, etc.), the local consultant will gather documents on these. 2. Facilitation at Workshops โ€ข The responsibilities of the Technical Consultant also include gathering relevant local participants for meetings, training and workshops. It is important that the consultant seek advice from DCC/MONRE as the success of these workshops, training, and meetings depend on the participants. โ€ข Gather relevant local and technical information for the climate finance training webinar (remote) and the Intensive concept development and financing training. โ€ข Lead the discussion with UNEP CCC experts at the concept development and financing training. 3. Presentation at workshops โ€ข Present and attend the national validation workshop in Vientiane with stakeholders to communicate the findings and improve the recommendations. Help facilitate the discussion with UNEP CCC expert. โ€ข Present at three sub-national validation workshops, gather feedback and help summarize findings from the workshops in the draft gap/needs assessment report. โ€ข Present findings in workshops outside the capital, most likely in the cities Luang Prabang, Savannakhet, and Pakxe. UNEP will seek to receive this approval of the number and location of the other validation workshops in the first phase of the project and include it in the inception report. It is envisioned that these validation workshops will be held by the local consultant in Lao. โ€ข Report back from these validation workshops and include a list of attendants (gender-disaggregated) to be annexed to Deliverable 4. The format will follow the validation workshop in the capital although, if desirable and feasible, these validation workshops can also be held in Lao. If so, this will require the power point presentations to be translated into Lao by the Technical Consultant. 4. Review and inputs into reports The local consultant will be asked to review several of the deliverables. โ€ข Review the inception report validating project design and summarizing the existing governance mechanisms. โ€ข Review of Deliverable D2: Baseline report on existing capacities and financial mechanisms and provision of technical inputs. โ€ข Review of Deliverable D3 Draft report on Gaps and Options on financing and governance mechanism and provision of technical inputs. โ€ข Provide technical inputs to and review othersโ€™ inputs into the Deliverable D6 Final Report on Gaps and Options on financing and governance mechanism. 5. Attendance of regular check-ins The Technical Consultant will be required to attend regular check-ins (remotely) with UNEP CCC and DCC/MONRE. Qualifications/special skillsโ— University degree (Bachelor degree or equivalent) preferably in development studies, social studies, business, management, administration or related areas is required. โ— Masterโ€™s degree preferred. โ— Minimum of 5 years professional experience in development project implementation, working with national public institutions, NGOs private sector associations / promotion agencies, banking sectors or similar, in Laos. โ— In-depth understanding of Laosโ€™ mitigation and adaptation priorities and policies โ— Sector Expertise: Experience in one of the following sectors required. Agriculture, forestry and land use change, energy, water resources, waste, transport or urban development. โ— Experience in more than one of these sectors is desired.
