Chemonics International Inc. is an international development consulting firm headquartered in Washington, D.C. with more than 28 years of experience implementing programs in Ukraine. We are seeking experienced professionals for the anticipated USAID-funded anticipated โ€œUkraine Procurement & Supply Chain Reform (PSCR)โ€ Project. The five-year, $25-30 million program will aim to strengthen the pharmaceutical system in Ukraine to ensure transparency and cost-effectiveness for desired health outcomes, as well as address policy and legislative barriers and offer technical solutions to create sustainable health pharmaceutical financing and strengthen the pharmaceutical supply chain. We are seeking individuals who have a passion for making a difference in the lives of people around the world. Please note that all positions are subject to program award. We are seeking candidates for the following Technical Advisor positions:

Technical Advisor, Pharmaceutical Financing

  • At least seven years of experience working in healthcare policy and health financing;
  • Demonstrated competence in managing and providing technical assistance in key areas of medicines pricing and reimbursement policies in developing countries;
  • Advanced degree in economics or related discipline with a focus on healthcare preferred;
  • Strong interpersonal, writing and oral presentation skills in English required, fluency/proficiency in Ukrainian preferred.

Technical Advisor, Pharmaceutical Policy & Governance

  • Advanced degree in public policy, finance, accounting, law, or related discipline preferred;
  • At least seven years of experience serving as technical advisor to governments or donors on public sector tender processes, including bulk purchasing;
  • Demonstrated competence in managing and providing technical assistance in key areas of evidence-based pharmaceutical laws, policies, regulations, guidelines, and standard operating procedures (SOPs) to institutionalize pharmaceutical procedures and structures and promote accountability, including but not limited to Essential Medicines List and rational drug procurement in developing countries;
  • Strong interpersonal, writing and oral presentation skills in English required; and fluency/proficiency in Ukrainian preferred.

Technical Advisor, Supply Chain Management

  • Advanced degree in public health, supply chain management, business administration or related discipline preferred;
  • At least seven years of experience serving as technical advisor to governments or donors on pharmaceutical policy, laws, and regulations;
  • Demonstrated competence in managing and providing technical assistance in key areas of supply chain management, including product selection, quantification, procurement, and distribution in developing countries;
  • Demonstrated leadership, versatility, and integrity;
  • Strong interpersonal, writing and oral presentation skills in English required; and fluency/proficiency in Ukrainian preferred.
