The Technical Advisor, Social and Behavior Change (SBC), will provide technical guidance and implementation support to the anticipated MCC Lesotho Horticulture, Training, Gender, and Social Development (HTGSD) Activity. Lead a team of personnel to provide technical expertise in social and behavior change, including community engagement. Lead development of strategies in coordination with partners, ensure quality, timeliness, and efficiency of all products and activities generated, and ensure adherence to global standards of excellence in SBC programming. Responsible for the smooth implementation of technical activities, and for effectively addressing problems and challenges that arise during performance. Availability of the position is contingent upon successful award to FHI 360 and approval of key personnel.
Accountabilities:
Provide overall technical leadership and expertise in the development and implementation of SBC strategies to generate community engagement in HTGSD activities, including sustained participation in associations.
Provide leadership in designing and operationalizing SBC strategies and approaches, including human-centered design (HCD), behavioral economics, and communication approaches.
Ensure projectโs SBC interventions address determinants of desired behaviors and employ strategies that address internal, social, and structural determinants.
Support the design and development of qualitative and formative research to inform SBC strategies and products, including the establishment of performance indicators and measures to monitor and record outcome and impact data.
Coordination technical inputs from personnel and partners, ensuring they are delivered in accordance with technical strategies.
Collaborate with monitoring and evaluation staff to implement monitoring and evaluation systems to assess the progress and impact of SBC activities. Apply monitoring data to necessary adjustments.
Supervise activities to support farmers to establish and sustain cooperative governance structures.
Ensure community engagement activities are gender-responsive and socially inclusive, taking into account the specific needs and roles of women and youth in agriculture.
Manage project resources efficiently, including budgets, equipment, and personnel, to ensure that project objectives are met within the allocated resources.
Prepare regular reports and documentation of project activities, progress, and outcomes for internal and external stakeholders.
Applied Knowledge & Skills:
Ensures appropriate and timely technical support for field projects.
Ensures the quality of implemented technical activities and systems at all levels. Conducts routine coordination with employees and consultants, on-site and in the field.
Strong knowledge and skills in a specific technical area/function and general understanding of concepts and principles of related technical areas/functions.
Solid knowledge of standards for the technical area/field, operational processes and procedures, work, and task flow.
Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
Proficient writing and verbal communication skills.
Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
Ability to manage their own work to job and performance standards.
Must be able to read, write and speak fluent English; fluency in Sesotho strongly preferred.

Faulty decisions/recommendations/failures to complete assignments will normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, resources, and funds.
Decisions and actions impact primarily workflow, project processes and timeframes. Problems encountered are varied, requiring review of practices and precedents to resolve. Problem solving involves evaluating and resolving discrepancies with data, analyses, processes, etc. within prescribed guidelines.
Policies or guidelines exist for most problems; others must be referred to by a supervisor or more senior professional.
Supervision Given/Received:
Supervise junior technical staff.
Coordinates own workflow and sets individual priorities.
Works under general guidelines for completion and accuracy as determined by the supervisor.
Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments.
May manage a centralized functional area of activity. Serves as mentor to more inexperienced technical staff. Reports to Project Director.
Education:
Masterโs Degree or its International Equivalent in social and behavior change, social sciences, international development, health or development communication, business administration, or a closely related field is required
Project Management (PM) Certification preferred.
Experience:
8+ years of relevant experience in social and behavior change or community engagement, preferably in community development or agriculture projects.
Demonstrated knowledge of state-of-the-art SBC models and strategies, including HCD, participatory engagement approaches, and behavioral economics, as well as their practical application to one or more community development areas is required.
Demonstrated experience applying proven SBC approaches for audience segmentation and addressing different types of community development behaviors, as well as use of a journey mapping approach desired.
Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
Relevant experience in Southern Africa, specifically Lesotho, preferred.
Experience working in a non-governmental organization (NGO).
