The Position:

The Family Planning Technical Adviser post is located at the UNFPA Pakistan Country Office and works under the overall supervision of the Country Office Representative. The adviser is responsible for providing top notch technical and policy advice to the UNFPA Country Office management on advancing the ICPD agenda, positioning the inclusive Family Planning/Sexual Reproductive Health issues, leading effective coordination, strong partnership, and collaboration with the government institutions at the federal and provincial level, the UN system, and other development partners in both the development and humanitarian settings.

Job Purpose:

UNFPA Pakistan, under the 10th Country Programme (2023-2027), envisages to contribute to accelerating progress towards the achievement of the three transformative results of reducing preventable maternal deaths, unmet need for family planning, and gender-based violence and harmful practices, including child marriage. In realizing this vision, the focus of the 10th country programme will be on addressing discriminatory gender and social norms and disparities that restrict access to high-quality and inclusive Family Planning (FP), and integrated Sexual Reproductive Health (SRH) services, particularly for those most left behind.

The UNFPA country Office in Pakistan aims to creating an enabling policy environment and improving accountability mechanisms for accelerated delivery of available, accessible, acceptable, and high-quality FP, and integrated SRH information and services. The UNFPA programme focuses on 1) Assisting the national and subnational oversight and coordination platforms to strengthen accountability for the implementation of sexual and reproductive health policies and programmes; 2) evidence-based policy formulation and advocacy for scaling up implementation of policies and laws and increasing domestic financing for the ICPD agenda; 3) integrating Family Planning, Sexual and reproductive health into the national universal health coverage package, financial protection schemes and national and subnational policies and programmes using a people-centered and human rights-based approach; and 4) fostering public-private partnerships to diversify and expand the volume of domestic resources for sexual and reproductive health. UNFPA works in partnership with key government institutions, including the Ministry of Health and other line Ministries and Departments in addition to International/National NGOs and Civil Society organizations (CSOs).

In a highly complex operating environment, the Family Planning Technical Adviser will play a key role in promoting partnership and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society in support of advancing the FP/SRH agenda. They must effectively influence counterparts from diverse backgrounds to advance the 2030 Agenda for Sustainable Development and the Programme of Action of the International Conference on Population and Development. They will provide technical advice of strategic nature to the Country Office in relation to the Output 1 (Policy, financing and accountability for inclusive SRHR) and Output 2 (Capacity strengthening of health systems for high quality of care) in particular, including other output areas as relevant. They will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies, and civil society to address emerging issues. They will work under the overall supervision and guidance of the Representative.

Qualifications and Experience:

Education:

Advanced university degree or equivalent in public health, medicine, sociology, logistics management, or other related fields.

Knowledge and Experience:

At least 10 years of increasingly responsible professional experience and technical expertise in Family Planning policy and programming, Sexual and Reproductive Health, and Rights. Track record of technical leadership in Family Planning programming in country and proven ability to produce demonstrable results. Strong knowledge of the principles and operational aspects of integrated reproductive health care. Proven ability to design innovative strategies to achieve demonstrable results. Strong results-based management skills. Proven experience in programme/project management. Familiarity with the ICPD programme of Action. Experience in a humanitarian or crisis context would be an asset. Knowledge of the Pakistan Family Planning landscape, population dynamics and socio-cultural issues would be an asset.

Languages:

Fluency in English is required. Knowledge of other official UN languages would be an asset.
