ย Job Purpose and Organizational Context
Hosted by the UN Development Programme (UNDP), the MPTF Office is the only United Nations unit exclusively dedicated to the design and administration of multi-stakeholder pooled financing instruments. Since 2003, it has supported over 200 UN-backed pooled funds, providing an integrated platform of inter-agency pooled fund services to help UN organizations and partners make fast and efficient progress towards collective outcomes, like the 2030 Agenda. The MPTF Officeโs current portfolio is over $16 billion in total, with more than $1.8 billion per year in contributions and includes more than 150 active pooled financing mechanisms.
The MPTF Officeโs trustee and fund administration service is a standard setter in the UN System - professionalized, highly transparent and firewalled from all UN implementing entities. The MPTF Office has put in place a number of tools and systems to support its transparent and accessible fund administration services such as its digital platform the MPTF Office Gateway. As a shared UN service provider, the MPTFO operates in a distinct and dedicated business unit. It provides an integrated service platform that, in addition to core trust fund design and administration functions, provides complementary services to users like data analytics, research administration, and knowledge management. ย Duties and Responsibilities
Under the overall guidance of Operations Manager, the Talent Management Specialistโs responsibilities will include the following main functions:
1) Develops comprehensive learning plan and related training activities focusing on achievement of the following results:
ย Coordination of surveys, assessment and feedback analysis to monitor the impact of learning and to evaluate overall programme effectiveness;
ย Coordination of updates / revision of learning activities / courses with various partners which in part calls for enhancing and customizing existing learning products.
2) Supports facilitation of knowledge building and knowledge sharing focusing on achievement of the following results: Synthesis of lessons learnt and best practices in learning and HR in general; Design of workforce management workflows to support online information access; Development of effective communications channels for sharing learning products within MPTFO and across Funds Secretariats; Design and implementation of training on workforce management through an online platform.
3) Supports talent and performance management analytics through development of a comprehensive HR manual focusing on achievement of the following results:

ย Required Skills and Experience
ย Education: Master's degree in human resources management, learning technologies, education, or other related social sciences OR Bachelorโs degree in the same fields with additional 2 years of experience will be accepted in lieu of the masterโs degree. Experience: A minimum of 5 years with master's degree or 7 years with bachelor's degree of progressively responsible experience in talent management/human resources in public or private sector or international organization. Required skills ย Experience in developing online platforms for workforce/performance management metrics reporting in UNDP or UN agencies; Ability to perform a broad range of specialized activities related to HR with focus on knowledge management and training. ย Desired skills ย Extensive experience with software tools to document ideas (Lucidchart, etc) and data analysis (Excel, etc); Extensive hands-on experience and knowledge of learning technologies, instructional design and Project Management. Strong writing skills and the ability to synthesize information. Experience using qualitative and quantitative analysis in developing strategy/training materials; Relevant experience in organizing and delivering learning programmes.
