Org. Setting and ReportingThis position is located in the Property Management Unit of the Performance Management Section within the United Nations Support Office in Somalia (UNSOS), duty station Mogadishu. The incumbent reports to the Chief of Property Management Unit or her/his designate. ResponsibilitiesWithin delegated authority, the Supply Officer will be responsible for the following duties: โ€ข Develops, reviews, monitors, assesses, and manages technical contracts for the provision of supplies and support services. โ€ข Plans and prepares cost estimates/budget implications and long-term forecasts of organizationโ€™s requirements for supply support and services. โ€ข Assists in developing Supply contracts and associated services, including the preparation of statements of work (SOW)/specifications, technical evaluations, and presentation of cases to the Local Committee on Contracts (LCC)/Headquarters Committee on Contracts (HCC). โ€ข Implements SOPs, monitors key performance indicators (KPIs), and analyses financial records and monitors compliance with accounting and business policies. โ€ข Ensures that routine Quality Control (QC) and Quality Assurance (QA) of assets and equipment are in place to validate the contractual terms and conditions. โ€ข Drafts Standard Operating Procedures (SOP) and flow charts relating to the unit's activities aligned with Property Management Manual, IPSAS Policy Framework, within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the staff in the unit; โ€ข Ensures accuracy and integrity of information in fixed asset register by monitoring the established system of controls, procedures and forms for the recording of fixed assets; ensuring anomalies are identified in discrepancy reports and addressed immediately; โ€ข Uses effectively Business Intelligence (BI) tools to monitor and evaluate the overall progresses of the Missionโ€™s property management and related key performance indicators (KPIs) and report to technical units / stake holders for underperformance areas and take necessary actions whenever required; โ€ข Initiates and oversees periodic reviews of policies, practices and directives to ensure best practices standards and procedures; โ€ข Ensures that accurate and complete accounting systems and reporting mechanisms are functioning and that all relevant records are maintained. โ€ข Analyses audit and performance reports on mission activities and provides remedial action programs where required. โ€ข Implements the unit's annual work plans; supervises and trains staff and monitors performance indicators, and reports. โ€ข Provides guidance to and supervise junior and local staff to support capacity building โ€ข Other duties as tasked by Chief of Performance Management Section. CompetenciesPROFESSIONALISM: Demonstrated knowledge and exposure to a substantive field of work in the areas of supply chain management, in particular property management, procurement, inventory management, warehousing and logistics processes. Proven analytical skills in Business Intelligence, property management key performance indicatorโ€™s including the ability to analyze data, develop recommendations for under-performance areas, as well as review and edit the work of others. An ability to apply various United Nations rules, regulations, policies and guidelines in work situations. Ability to develop and apply supply chain management procedures and programs. Ability to use judgment in applying technical expertise to resolve complex and/or sensitive issues. EducationAdvanced university degree (masterโ€™s degree or equivalent) in supply chain management, logistics, engineering, property management or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationDiploma or certification in logistics or supply chain management is desirable Certification in fixed asset management is desirable. Certification in Supply Chain Operations Reference Professional (SCOR-P), and/or Certified Supply Chain Professional (CSCP) or equivalent are desirable. Work ExperienceA minimum of 5 (five) years of progressively responsible experience in the area of supply chain management, asset management and inventory control are required. Proficiency in utilization of computer applications such as Business Intelligence Tool (BI) to track and update the asset database is desirable. Experience with MRP (Materials Requirements Planning) and/or ERP (Enterprise Resource Planning), e.g., SAP ECC (ERP Central Component) or SRM (Supplier Relationship Management) is desirable. LanguagesEnglish and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required.
