Location: Employees in this role can work from Miami, Florida, our Boston, MA office, remotely within the U.S., or hybrid of these options. Ability and willingness to travel 10% of the time to 3PL locations in the US (Florida and Massachusetts)

Department Profile:
The International Operations (IOps) team works in pragmatic solidarity with care delivery and university sites to ensure the reliable availability of the medications, supplies, equipment, dignified facilities, and operations systems required to deliver quality health care to those most in need. This scope of work includes international order management and administration, sourcing new items and identifying best pricing, overseeing US-based warehousing, managing international shipping and documentation, coordinating the customization and implementation of Partners In Healthโs (PIH) supply chain management software, designing reports, providing support for biomedical and facilities teams, and providing technical support.
Position Overview
The Supply Chain Manager is a member of the Supply Chain Operations team within the IOps department and is responsible for ensuring that orders and donations reach PIH-supported facilities efficiently, accurately, and cost-effectively. The Supply Chain Manager will oversee operations of a small PIH storage location and two Third Party Logistics (3PL) warehouses, ensuring process efficiency and accuracy of inbound and outbound shipments and inventory management.
The Supply Chain Manager will negotiate and implement contracts with PIHโs 3PL providers and manage relationships with freight forwarders. The Manager is also responsible for monitoring and troubleshooting invoicing matters and delayed orders and shipments in the supply chain pipeline. Other activities may include order placement, process mapping, developing, optimizing, and implementing standard operating procedures, training and capacity building, and managing performance using key metrics. The Manager will work with a range of stakeholders to deliver this work, including organizational leaders, technical experts, supply chain and infrastructure staff, and vendors and donors as needed.
Specific responsibilities
Order and Shipment Management (40%)
- Process purchase orders and shipments for projects as needed.
- Monitor and follow up on delayed shipments and orders, ensuring vendor communication is streamlined and invoices are submitted in a timely manner.
- Work hand in hand with country point of contacts, Infrastructure, and Sourcing teams to streamline processes for monitoring and shipping items needed urgently by care delivery sites.
- Conduct and award bids for freight forwarding services for international and domestic shipments,
- Review shipment plans and give feedback to vendors on urgency, expiration date and possibility of consolidation, balancing cost savings and stock needs at sites.
- In collaboration with internal and external stakeholders, including insurance providers and the legal department, troubleshoot shipment and invoicing issues to prevent financial loss.
3PL management (30%)
- Act as subject matter expert for 3PL management, special materials handling, and international shipping regulations, providing technical advice and trainings as needed.
- Develop/adapt contract terms and key performance indicators (KPIs) and ensure that performance of 3PLs is in line with set targets.
- Develop/update standard operating procedures for US warehouse operations and follow up on implementation. Adjust processes as needed to boost operational efficiency.
- Ensure compliance with all regulatory requirements, including state licensing, safety, security, and environmental standards.
Team Strategy and Management (30%)
- Contribute to annual team workplan and budget development.
