For the purpose of this vacancy, internal candidates are considered first-tier candidates. ย Context Under the overall supervision of the Chief of Mission and direct supervision of the Resources Management Officer, the successful candidate will be responsible and accountable for managing Supply Chain and logistics in Resources Management Unit functions.
- Assist the Supply Chain Officer in the planning of procurement ย activities and analysing of purchasing trends. Identify Supply Chain bottlenecks and propose the ways to fill in the gaps.
- Plan and prepare procurement actions and analyze procurement requests, identify service providers, evaluate information regarding vendorโs performance regarding quality, prices delivery of equipment in respect of organizations best interests.
- Solicit bids or quotations, analyzing them for conformity to specified requirements, conduct appraisals and select suppliers, and confirm terms of payment. Prepare purchase orders and ensure receiving authorization by CoM, Supply Chain Officer according to the IOM Procurement Manual. Participate in the negociation ofย certain conditions of contracts in full compliance with IOM rules and regulations.
- Monitorย that procurement transactions are tracked to ย facilitate timely delivery and shorter procurement lead times. Monitor that payments for goods and services ordered are made in timely manner and according to IOM Procurement guidelines.
- Register and update Vendor profiles and regularly perform suppliers selection and evaluation. Support the mission in mobilising vendors for registration on the Vendor Portal.
- Follow-up on purchase order status and keep customers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions.ย
- Verifyย purchased assets are accurately accounted for in procurement documents and ensure that beneficiary assets purchased are retired accordingly in the system.ย
- Coordinate and liaise with Program teams regarding procurement and service requests and requirements, in order to consolidate overall mission procurement (or service) requirements and optimize purchasing power.
- Conduct monthly follow-up on open commitments coordinating with service requestors and Finance to ensure that commitments are closed timeously.
- Any other duty within the incumbentโs capabilities as assigned by supervisor. Education
- University degree in Procurement, Business Administration, Project Management or related filed from accredited academic institution with ย three years of relevant professional experience, or
- Completed High School degree from accredited academic institution with ย five years relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Professional experience with specific focus on local/international procurement, clearing & forwarding, GoY laws and regulations,
- Experience in inventory/stock/supplies management.
- Experience working with an international organization or NGO in the procurement section Skills

- Managerial skills are required (planning, organization and reporting).ย
