JOB TITLE : Staff Counsellor

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Program (UN WFP) is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. The core policies and strategies that govern WFP activities are save lives in emergency situations; improve the nutrition and quality of life of the most vulnerable people; and to help build assets and promote the self-reliance of poor people and communities, particularly through conditional food for work and training programs.
The challenges of working in difficult conditions and places such as Chad to bring much needed food and support to our recipients while inherently rewarding, can place a great deal of pressure and stress on WFP staff. As a part of a broader, global team, Staff Counsellors are committed to the promotion of psychological and physical health in the broadest sense so staff can continue to function at the high levels needed for the demands of our work. This is achieved by identifying and addressing psychological risk factors in the workplace, and through the provision of counselling services to Chad's staff members and their dependents. We are looking for a highly qualified Staff Counsellor to join the WFP Chad operations, based in N'Djamena to achieve this goal.
The Staff Counsellor will report to the Country Director, with technical reporting line to the Regional Staff Counsellor based in Dakar. A key responsibility will be developing and implementing Wellness initiatives and programs relevant for Chad, consistent with the five pillars of the global Wellness Strategy, as well as the ability to summarize data and trends to develop programs designed to support staff. Frequent internal travel is required to support the 13 field offices.
The Staff Counsellor will be responsible for performing the following duties:
ACCOUNTABILITIES /RESPONSIBILITIES:
Provide evidence-based and culturally appropriate counselling services to WFP Chad staff and, when requested, their dependents. This may include case management, psychosocial support, and referrals to local resources. Adapt and implement the WFP Wellness Strategy in Chad by being a member of the Wellness Committee and working closely with internal stakeholders to develop wellness initiatives that align with the operational and cultural context. Use data trends and staff needs assessments to develop and deliver relevant training programs, including stress management, resilience-building, workplace conflict resolution, prevention of harassment and sexual exploitation, and cross-cultural sensitivity to enhance team cohesion and well-being. Collaborate with individuals, teams, and management to assess and mitigate psychological risks at different levelsโindividual, unit, and organizationalโwithin WFP Chad operations. Provide targeted support to managers and supervisors to enhance leadership skills, improve team dynamics, and foster a supportive workplace culture. Ensure the Wellbeing App is regularly updated with content relevant to WFP Chad staff, including local mental health resources, wellness programs, and self-care tools. Provide timely psychological first aid and crisis intervention to staff and their dependents following critical incidents, ensuring follow-up support and liaising with relevant stakeholders as needed. Support the Wellness Support Volunteer (WSV) Program in Chad by recruiting, training, and supervising volunteers, facilitating capacity-building sessions, and promoting peer support initiatives. Collaborate with the Staff Wellness Division in HQ and Regional Bureau, Dakar to ensure continuity of mental health care and adherence to best practices in staff well-being. Contribute to the implementation of WFP Chadโs wellness priorities in line with the annual divisional work plan and the Wellness Division Strategic Plan. Work with HR, security, medical, and other relevant units to develop and promote integrated wellness programs addressing staff welfare, stress management, and workplace psychosocial risks. Maintain records of counselling activities, compile wellness reports, and ensure confidentiality while adhering to reporting requirements set by the Staff Wellness Division. Work in close coordination with the Regional Staff Counsellor in Dakar to align on regional initiatives, share best practices, and support Chad-specific needs. Engage with UNSSCG, CISMU, and other inter-agency networks to promote staff well-being and contribute to working groups addressing mental health in the humanitarian sector. Uphold the highest ethical standards in psychological service delivery, adhering to the Wellness Division Code of Ethics and WFPโs Standards of Conduct. Perform other related duties as required to enhance staff well-being and resilience in WFP Chad.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Advanced university degree (Doctorate, Masters or equivalent) in Clinical or Counselling Psychology, Psychiatry, or demonstrably equivalent studies from a recognized institution.
- The candidate must hold active licensure/registration as a mental health professional with a recognized governing association and be a member of that organization in good standing.
- Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, resilience, cross-cultural communication, conflict resolution, mediation, trauma etc. will be an advantage
Experience:
- At least five (5) years of progressively responsible professional post graduate experience relevant to the field is required.
- Experience either working in a hardship location or providing counselling services to staff working under very difficult and insecure environments is an asset.
Knowledge & Skills:
- Broad knowledge of all facets of the field of counselling and ability to provide an environment in which others can talk confidentially and act without fear or repercussions within a climate of established trust.
- Excellent communication skills (oral, written and presentations) including the ability to defend and explain difficult issues and positions to staff at all levels.
- Ability to identify clients' needs and suggest appropriate solutions.
- Ability to establish and maintain productive partnerships with clients.
- Ability to contribute to the strategic vision of the Wellness division based on trends identified using a population health model.
- Must be an excellent team player and value working with a multidisciplinary and culturally diverse team.
- Very good working knowledge of technology tools such as PowerPoint, Excel and Word.
- Ability to operate effectively across organizational boundaries and establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
