    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including IDP camp settings. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. Furthermore, SI is implementing longer term WASH and FSL activities in multiple locations.

    Since the onset of the crisis in 2013, hundreds of thousands of people have been fleeing the conflict in South Sudan and an estimated 8.4 million are expected to need humanitarian assistance as of 2023. Severity of food insecurity continues to grow due to compounding shocks amplified by intensified sub-national violence, three consecutive years of widespread flooding, localized dry spells, and an ongoing protracted macro-economic crisis with heightened poverty and vulnerability (more than 80% of the population is reportedly below the poverty line).

    In April 2023, fighting broke out in Khartoum, Sudan, spreading to other parts of the country in the following days and weeks, and resulting in mass displacement from Sudan to Egypt, Chad, Ethiopia, Libya, the Central African Republic, and South Sudan. By the of the end of data collection on 3rd of July, 146 734 people had reportedly displaced to South Sudan, the vast majority of entering through the Joda/ Wunthow border point in Renk County, Upper Nile State, the northernmost border crossing in South Sudan. Of those crossing, 93% were South Sudanese returnees, many of whom fled war in then-southern Sudan prior the Comprehensive Peace Agreement (CPA) in 2005, or war in South Sudan between 2013 and 2018.

    Following the influx of displaced people to Upper Nile and Unity States, Solidarités International mobilized an emergency response. The two SI emergency teams - responding to natural disasters, epidemics, and population displacement - were deployed early on to participate in the coordination and organization of the response. In Upper Nile, SI already had an office in Malakal (where one of the deployable team is based) and a field-office in Kodok. Two additional field offices in Renk and Melut are being set-up to support the ongoing response to the Sudan Crisis and to ensure constant monitoring and rapid access to affected communities. SI's long term presence in Upper Nile enables the organization to ensure proper coordination with other key players on the ground in order to provide a high-quality response and avoid duplication of efforts.

    The second national emergency team usually based in Juba, has been deployed to Unity State since May 4th to conduct Rapid Needs Assessment and to lead the emergency response in Rotriak and Pariang displacement sites.

    SI is currently working to scale-up its response in both Upper Nile and Unity by recruiting additional team members to reinforce its capacities over the coming months.

    The activities implemented are in the sectors of WASH, FSL, Shelter, RRM and Emergency Preparedness Response.

    In 2023, the mission’s estimated budget is around USD 5+ million, and there are 55+ employees.

    About the job

    General objectives:

    The program coordinator, as the Head of Department for all the programs on the mission, contributes to the development of SI’ strategy by proposing sector-based strategies for the whole activities.

    More specifically:

  • He/she is the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population.
He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country. He/she contributes to the capitalization process and the improvement of SI’s methods and techniques.

He/She reports directly to the Country Director and manages 3 Program Managers (1 in Juba and 3 in the bases), 1 MEAL Manager.

Main responsibilities:

Strategic orientation. Relevance and quality of projects. Coordination, technical support, and operational monitoring. People and team management. Reporting / communication / representation.

Main challenges:

Volatile political and security context in the country. Humanitarian access impediments in multiple parts of the country. Developing collaboration and networking with local authorities and NGOs. Evolving nature of needs and interruption of the planned activities. Coordination with all stakeholders.

Priorities for the first 2-3 months:

Ensure SI emergency response is pertinent and remains coordinated with other actors in the zone. Ensure SI teams deploy appropriate WASH/FSL/SHELTER response based on the needs, gaps, cluster/HCT recommendation. Ensure coherence between RRM (ECHO), Emergency responses (CDCS, SSHF) and static response (CDCS, UE) Emphasize program development and expansion, targeting diversified donors. Ensure the emergency projects are fully implemented and according to the requirements. Ensure emergency PMs can deliver quickly assistance to impacted communities by closely following-up on them. Maintain and increase involvement of SI in WASH, FSL, S/NFI Clusters. Participate to the implementation of several consortium projects and ensure proper coordination with partners. Continue and reinforce participation in network and coordination platform with other actors in the light of developing consortium and /or partnership.

Your profile

Education and experience:

Post graduate level in development / humanitarian studies. Experience in and excellent understanding of the humanitarian sector (at least 4 years). Experience in programs coordination and / or emergency response (at least 2 years). Experience in protracted crisis context. Proven experience in insecure and complex access environment. Proven experience as an organized team and people manager. Multigrants / Multiproject experience is mandatory. Experience with SI is an asset. Experience in remote management is an asset. Previous experience in South Sudan is a strong asset.

Specific skills:

Sound understanding in project cycle management (specifically MEAL and project development). Ability to lead the process of program development. Coordination among internal departments to ensure quality and timely implementation. Strong networking skill with external entities (donors, clusters, other NGOs). Capacity to develop rapid understanding of country humanitarian context. Good analytical skills and proactive, solution-oriented approach to work. Experience in protracted crisis context (being able to switch between short/medium/long term solutions). Capacity to cope with change/flexibility. Capacity-building and training abilities and experience. Team player. Excellent stress management, and important flexibility; capacity to adapt to quick context/strategy changes Pack MS Office – excellent mastery of Excel included. GIS desirable. Bilingual in English. Arabic is an asset.

SI will offer you

A salaried position
According to experience, starting from EUR 2860 gross per month (base salary EUR 2600 + 10% annual leave allowance paid monthly) + a monthly Per Diem of USD 700.

SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

The Programs Coordinator will live in a shared guesthouse with other international colleagues.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI). In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package
Expatriates benefit from an insurance package, which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

Individual, comfortable room in the guesthouse, with electricity 24/7.

NB: During field visits, living conditions are much more basic.

Internet and Phone network available. Restaurants and international food available in Juba. Malaria prophylaxis is strongly recommended during the rainy season.
