Organizational Setting

Indonesia has a strong enabling environment for sustainable food systems/livestock production. Its successful multi-stakeholder National Food Systems Dialogue and its strategy provides a strong vision for food systems transformation. Indonesiaโ€™s Master Plan for the Acceleration and Expansion of Indonesia Economic Development (2011-2025) highlights livestock as a priority sector. Indonesiaโ€™s Agriculture Development Strategy (2015-2045) strongly emphasizes sustainability. The 2020โ€“2024 National Medium-Term Development Plan provides renewed focus on improving food systems governance and genetic quality of livestock. Indonesiaโ€™s Food Law number 18/2012 promotes Food Planning including carrying capacity of natural resources, technology, environmental sustainability, spatial planning, and national and regional development plans.ย 

In Indonesia, animal base protein (such as beef, buffalo meat, mutton as well as local poultry) is produced by small holder farmers (97%). In addition, labour involvement on livestock subsector was approximately 5.2 million people (or 14.6% compared to labour involved in the agriculture sector). Farmer groups are the smallest entities who deal with husbandry, keeping the animals; they are important parts of value chains. The MoA (DG of Livestock and Animal Health) has their offices at 416 regencies in 37 provinces, through which they mentor the farmer groups in terms of production, provide livestock facilities, small subsidiary, training, etc. The farmer groups number approximately 646,293, scattered in 74,961 villages from 7,094 sub-regencies. The average ownership of livestock varies, according to the location, which is 2-6 heads/farmer. However, those figures can increase according to their location. As livestock becomes a form of farmerโ€™s assets, employment, and livelihoods, in certain provinces, the average of livestock ownership can be around 40.

The utilization of agricultural production waste in the region is urgently needed to meet the nutritional needs of livestock feed according to the livestock commodities being developed. This will reduce the cost of raising livestock. Financial support from the government can be in the form of grants or loans such as people's business loans from banks or the National Amil Zakat Agency, access to environment fund managed by Indonesian Environment Fund, attract investments through public-private-community partnership, and/or nucleus-plasma partnership mechanisms. This is a micro finance mechanism given to the farmer groups through authorized banks and under the supervision and endorsement of local livestock offices. Beside the government, several private sector actors are also involved in livestock production, and play roles as financial support, part of the value. The project will encourage to mainstream biodiversity conservation in sustainable development as stated in the Presidential Decree number 1 year 2023. ย 

The government of Indonesia is committed to systems resilience building and prevention, nutrient pollution reduction, reduction and reuse of food waste along the length of the food systems value chain. Indonesiaโ€™s global commitments and contribution under UN conventions further illustrate this, including United Nations Framework Convention on Climate Change (UNFCCC) commitments to reduce Green House Gas (GHG) emissions by up to 29% with national efforts and up to 41% with international support and the United Nations Convention on Biological Diversity (UNCBD) targets to sustainably manage land for agricultural, plantation and animal husbandry; reduce pollution; animal manures management for biogas; genetic resources conservation; and the restoration of degraded ecosystems. In line with Indonesiaโ€™s archipelagic diversity and National Strategic Pathway for Food Systems Transformation, the project will ensure the countryโ€™s plans to address the burgeoning demand for protein are environmentally sustainable.ย 

Supported by Global Environment Facility under the GEF-8 Food Systems Integrated Program (FSIP), FAO is currently developing a full project proposal entitled โ€œSustainable Livestock Production to Support Resilient Food Systems, Environment and Rural Livelihoods in Indonesia.โ€ The project aims to catalyze the transformation of livestock systems in Indonesia for increased self-sufficiency, sustainability and the delivery of multiple global environmental benefits (GEBs). The project is consisting of four main components. One of the project components is strengthening multi-sectoral food system governance at national to local levels.
FAO is seeking for a Social, Stakeholder Engagement and Safeguards Specialist to collect information on social situation in the proposed project sites, stakeholders mapping and engagement at national and sub-national levels, and environmental and social safeguards assessment of the proposed project. The results of these works will provide support International Project Design Expert in formulating full project proposal.


Reporting Lines

Under the overall administrative suvervision of the FAO Representative in Indonesia, direct supervision of Assistant FAO Representative (Programme), the Social, Stakeholder Engagement and Safeguards Specialist will support National PPG Coordinator and International Project Design Expert in general to provide relevant information on social situation in the proposed project sites, stakeholders mapping and engagement at national and sub-national levels, and environmental and social safeguards assessment of the proposed project.


Technical Focus

The incumbent will conduct socio-economic assessment, stakeholders mapping and engagement, gender analysis to collect baseline information ad the proposed project sites. According to the baseline information, ย he/she is expected to provide some recommendations on project strategy and approach to improve social economics situation, potential stakeholders and beneficiaries to be involved and provide contribution to the project, and gender action plans to transform gender situation at the project sites.

โ€ข ย  ย Formulate and oversee the implementation of a stakeholder engagement plan for the project formulation phase, including the proposal and implementation of methodologies for interactive and inclusive stakeholder workshops. Taking into account FAO/GEF and Government of the Indonesiaโ€™ requirements, the stakeholder engagement plan should provide details and responsibilities of different identified stakeholders in each of the project outputs. The plan will also include guidance on how to strengthen existing multi-stakeholder platforms and/or establishing innovative multi-stakeholder platforms in support of project outputs.
โ€ข ย  ย Based on a combination of expert opinion, literature review and consultation with local stakeholders, support the characterisation of baseline conditions in relation to socioeconomic aspects in the target localities, including:
o ย  ย Quantitative information on factors including demography, household economies and incomes, poverty, nutrition, and gender.
o ย  ย Qualitative characterisation of the functioning of social, livelihood and governance structures of relevance to the project.
โ€ข ย  ย Support the development the gender analysis and action plan based on research, stakeholder consultations and an assessment of national and international best practices. The strategy and recommendations should be innovative, sustainable, replicable and should provide guidance to the project on how to measure changes and impacts. The action plan should also include a brief status of gender and social inclusion in the country and provide recommendations for addressing gender inequalities by (i) identifying the role and contribution of men and women under different project activities; (ii) compiling lessons on gender mainstreaming from similar projects; and (iii) develop gender sensitive monitoring and evaluation process by incorporating in the project indicators gender specific qualitative and quantitative outcomes.
โ€ข ย  ย Support identification of beneficiaries and other stakeholders, compile sex-disaggregated data and ensure equal representation of male and female beneficiaries.
โ€ข ย  ย Complete and contribute to relevant sections of the project document and supporting materials including, social and environmental assessments, results framework, baseline information, results framework, sections on gender equality, human rights-based approaches (including right to food, decent work accountability to affected population) capacity development, etc.
โ€ข ย  ย Assist in collation of information on the social dimensions of the functioning of farming, food and landscape management systems in the target geographies, including review of โ€œgreyโ€ and academic literature, consultations with experts, and as appropriate participatory analyses with landscape stakeholders and field studies, including considerations of:ย 
โ€ข ย  ย Analyse the social dimensions of management options that are being considered for farming, food and landscape systems, including considerations of income generation, food security, resilience, compatibility with social and cultural norms, and equity (including gender).ย 
โ€ข ย  ย Define and review SMART indicators for use in the project results framework and M&E system, including:
o ย  ย Indicators specifically related to social (including gender) dimensions.
o ย  ย Incorporation of gender and other equity dimensions into other indicators.
โ€ข ย  ย Identify safeguard issues likely to arise from proposed project activities.
โ€ข ย  ย In line with FAO and GEFโ€™s guidelines, prepare a matrix of potential mitigation options to address social and environmental impacts of potential project interventions and options for their mitigation and management to serve as a tool for addressing impacts.
โ€ข ย  ย Undertake field assessment and develop FPIC plan for the project, if relevant, and provide technical inputs to help ensure that the overall project design reflects and integrates a strong understanding of Free, Prior, and Informed Consent (FPIC) challenges and opportunities.
โ€ข ย  ย Identify roles and responsibilities for identification, oversight, and monitoring, as well as implementation of social inclusion related issues and mitigation and management measures and specific training needs for management of safeguards by the proposed operational partner.

Minimum Requirements ย 

โ€ข ย  ย University degree in social sciences or any related field.
โ€ข ย  ย At least 10 years of demonstrated experience in gender and social issues analysis including the formulation and application of participatory methodologies for rural analysis, inclusion and planning, including gender and local community analyses and plans, and monitoring especially in Indonesia.
โ€ข ย  ย Working knowledge of English.
โ€ข ย  ย National of Indonesia or resident of the country with valid work permit.
