WFP Malawi is looking for an Engineer Officer (NOA) to be part of the Supply Chain Team and contribute to the Country Office activities, including the School Meal program across the country.KEY RESPONSIBILITIES
Workload Planning and Prioritization:
- Collaborate with the Team Leader in Supply Chain and the WFP Technical Advisor (TA) at Headquarters to plan and prioritize workload on a weekly basis, ensuring alignment with project goals and timelines.
Technical Analysis of Partner Bids:
- Contribute to the technical evaluation of partner bids, ensuring compliance with the technical specifications outlined in the tender documents.
Technical Support:
- Provide technical expertise in the design, implementation, and on-site monitoring of school kitchen refurbishing projects, ensuring that all work meets required standards.
Review of Technical Drawings and Specifications:
- Critically review and approve technical drawings and specifications submitted by contractors, ensuring all designs adhere to project requirements and standards.
Payment Document Review:
- Assist in the review and verification of payment documents submitted by contractors and partners, ensuring that all claims are in accordance with contractual agreements.
Site Record Management:
- Establish and maintain a comprehensive system for managing site records, including correspondence, survey data, inspection records, test data, diaries, meeting records, financial documentation, and progress reports.
Site Visits and Technical Analysis:
- Conduct technical analyses of new construction sites, preparing detailed reports for submission to the supervisor.
Quality Assurance Procedures:
- Develop and maintain project quality assurance procedures in alignment with relevant national and international standards.
Quality Control during Construction:
- Ensure the continuous inspection of materials and construction operations, focusing on workmanship quality and compliance with project specifications.
Defect and Deficiency Management:
- Identify defects and deficiencies during construction and provide contractors with instructions for correction, as stipulated in the contract.
Compliance with Quality Control Manual:
- Conduct quality checks in line with the standards outlined in the Engineering Unit Quality Control Manual.
Health and Safety Compliance:
- Ensure contractors comply with internationally recognized health and safety standards to protect workers, adjacent properties, and the general public.
Stakeholder Engagement:
- Participate in planning and management meetings with beneficiary associations and groups, providing guidance and technical advice as necessary.
Document Preparation and Distribution:
- Assist in the preparation, review, and distribution of various project-related documents, including meeting minutes and newsletters.
Other Duties:
- Perform additional duties as required, in alignment with the overall objectives of the project.
MINIMUM QUALIFICATIONS & EXPERIENCE REQUIRED
- Experience in both Civil engineering projects and Building design projects.
- Proficiency in the use of Microsoft Word, Excel and AutoCAD.
- Knowledge of public procurement procedures.
- UN experience is beneficial.
Education:
- University Degree in Civil Engineering, preferable have a master degree with relevant subject.
- Training certificate in the related functional area has added value
- Qualification/experience in health and safety
Experience:
- A minimum five years of relevant progressive experience in vertical infrastructure (building, schools, housing, markets, etc..,) site supervision.
- Experience of working in the Humanitarian Community.
Language:
- Fluency in both oral and written communication in English. Knowledge of the local language is beneficial
