Background and Organizational Context

The Security Information Operations Centre (SIOC-Beirut), managed by United Nations Department of Safety and Security (UNDSS), has been established to provide security support to the UNCT in Lebanon, North of the Litani River (NLR) on a 24/7/365 basis respectively according to country SRM-Ms, the framework of accountability in support of Designated Official, Security Management Team, Area Security Coordinators and Security Cell. In addition, emergency response through 24/7 UNDSS SIOC Beirut covering the entire country in case of serious incident involving any UNSMS personnel and recognized dependents.

Position Purpose

Under the direct supervision of SIOC Supervisor and the operational direction of the Deputy Chief Security Adviser (DCSA) and the overall direction of the Chief Security Adviser (CSA), the SIOC Operator provides support in performing a variety of tasks related to the SIOC daily functions, ensuring accuracy of information and maintaining high level of coordination. The SIOC operator works in close collaboration with all UN agenciesโ€™ staff and Security officials of the Local authorities.

Key Duties and Accountabilities

Provision of support to โ€œStandard SIOC Operating Proceduresโ€ focusing on achievement of the following results:

ย Assist the SIOC Supervisor, in preparing, updating, and disseminating Daily Significant Security Events.ย ย ย ย  Conduct weekly radio checks and maintaining Radio Check log. Process requests for security clearance and monitoring UNSMS Personnel movements and locations, keep records of relevant data and archiving accordingly in the database. Update and archive UNSMS Personnel lists with close coordination of UN Agencies SFPโ€™s on a weekly basis. All updates should be reflected on the Zone Warden System and defacto, the Tree-Agency Notification Trees. Provide guidance to UNSMS Personnel in Lebanon on a 24/7 basis in any emergency. Perform all other duties as per Standard SIOC Operating Procedures and as directed otherwise by the CSA.

Provision of support to SIOC reporting and liaison focusing on achievement of the following results:

Regularly update the SIOC Supervisor, DCSA, and CSA on all security developments; Prepare daily and weekly reports regarding security incidents.
Establish and maintain contact with:
- UN Agencies Security Focal Points (SFP), UN Agencies Field Security Advisors (FSAโ€™s), and UN Emergency Call Tree;
- Security officials of the Local authorities within the delineated channels provided by the UNDSS Management; mainly the ISF/Police Operations Room in order to confirm reported security incidents/rumors as soon as possible.

Ensure Collection and dissemination of security information, focusing on achievement of the following results:

ย Assist in the monitoring of all sources of communications and information systems for information relating to the safety and security of the United Nations in the country. Collect, collate, assimilate, prepare and disseminate raw data reports via electronic and telecommunications means to SIOC Supervisor, DCSA, CSA, HOA, SFP, FSA or as directed otherwise. Maintain a storage database for institutional memory and maintaining communications log. Review media sources and selected websites daily for information gathering and analysis, stay alert for the latest and breaking news in the region and worldwide using different media sources (Monitor news 24/7).

Provide Emergency support, focusing on achievement of the following results:

Serve as Emergency Information Focal Point for liaison with UN Agencies during crisis development and emergency action implementation. Provide immediate advice to UNSMS Personnel in emergency situations pending intervention by professional security officers. Obtain and direct local security force, medical and fire response teams in support of UNSMS Personnel; Identify/specify locations of critical incidents, quickly identify UNSMS Personnel residing within a specific radius of the incident, contact them to determine whether or not assistance is required and take action to attempt to locate those who fail to respond.

Assist the SIOC Supervisor in conducting regular Security briefings to all UNSMS Personnel new recruits and visitors. Assist in conducting training sessions to the UN Emergency Call Tree personnel and other colleagues as required. Sound contributions to knowledge networks and communities of practice.

Education:

Secondary Education is required; or University degree in Computer Science, Business, Public Administration, or any related fields will be given due consideration but not a requirement.

Experience, Knowledge, and Skills:

Minimum 5 years with secondary education or 2 years with a bachelorโ€™s degree of progressive relevant experience in the security and/or emergency response field.ย  Experience in handling security/incident database is required. Knowledge of the use of information management and strong computer skills (MS Word, Excel, and Access) is required.ย  Skills in handling information and capacity to articulate the information management requirements of complex situations is required. Prior experience in Security Information and Operation Center with the UN system or an international NGO is desired. Additional knowledge of the UN system is desired. Knowledge of HF and VHF radio operation is desired.

Language:

Fluency in English and Arabic. Competency in French is an asset.
