Chemonics seeks short-term technical experts for the USAID Democratic Governance East Activity (DG East) in Ukraine. DG East aims to strengthen the connection and trust between citizens and their government in eastern Ukraine and to effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community. Specifically, the project works to support more responsive local governance in areas most affected by conflict and divisive influences. Project activities are implemented across project offices in Kyiv, Kramatorsk, Severodonetsk, and Mariupol. The location of assignments will vary based on need. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

We seek technical experts in the following areas:

  • Youth engagement
  • LGBTQI+ advocacy and LGBTQI+ NGO capacity building
  • NGO capacity building experts
  • Community Development Foundation experts
  • Political economy analysis experts
  • Coalition building/network strengthening experts
  • Civic education program experts, including curriculum development and activity design
  • Social inclusion and diversity experts, including experience in building the capacity of NGOs and within local governments
  • Strategic communications


  • Experience in Eastern Europe required; experience in Ukraine highly desired
  • Demonstrated leadership, versatility, and integrity
