The purpose of the Shelter/CCCM Team Leader position is to assist Shelter/CCCM program coordinator in the high-quality implementation of concernโ€™s Shelter/CCCM projects/activities and support other NRC CCs in construction related activities.

Specific responsibilities:

Ensure that projects are being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practiceDevelop weekly, monthly and quarterly work plans and ensure that these are implemented.Develop weekly, monthly and quarterly work reports.Ensure that accurate Projects databases are maintainedAssist Shelter/CCCM Coordinator in budget planning revision and management in coordination with the finance teamProduce monthly/weekly/daily progress reports on ongoing works.Facilitate communication flows between community leaders, community focal points and Concern staff by providing timely information as requiredCo-ordination with other program teams to ensure effective identification of beneficiaries and assistance to these beneficiaries.Identification of affected people to be assisted in collaboration with community focal points, existing beneficiaries and other stakeholders following the project eligibility criteria.Technical assessment of construction/rehabilitation works related to Shelter/CCCM and other CCsPrepare the Bill of Quantities/designs for construction/rehabilitation in line with the Shelter guidelines and technical standards;Set up and maintain a camp information management system in line with CCCM Cluster guidelines including sex and age disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.Conduct and Monitor multi-sector needs (MSNM), service provision and the overall condition of a camp including shelter, WASH, environment and cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV), health, psychosocial support according to agree upon guidelines, standards and indicators.Coordinate activities of different actors providing assistance and support effective referral mechanisms within the camp(s).Advise and assist in developing joint site risk management plans to promote the health, safety and environment of the camp(s).Support the technical implementation of site maintenance, covering safe site design or layout, repairs and risk reduction in the camp(s), the upkeep of shelter, WASH, electrical systems, other site facilities and utilities and the general environment.Mobilize, train and equip displaced communities to be self-autonomous in safely maintaining the camp(s) environment ensuring clarification of roles and responsibilities amongst stakeholders.Liaise and interact with government authorities, displaced and host communities to ensure social cohesion and create opportunities for local employment using principles of gender equality and do-no-harm.Plan mechanisms for timely registration of IDPs, including identification of protection related needsProvide, document, and track timely referrals and service requests to key partnersPromote and facilitate accountability towards camp populations through establishment of complaints and feedback mechanisms.Participate in the recruitment of staff and provide on the job training as required; actively participate in capacity building trainings, workshops and seminars organized by NRC.In collaboration with Project Coordinator prepare Procurement Requests and actively participate in developing work plansEnsure that gender and protection mainstreaming are carried out at the field level by all staffFoster collaborative relationships with local authorities to facilitate implementation of activitiesPerform any other duties assigned by the Shelter/CCCM Coordinator in order to advance NRC's interventions.

Qualifications

University Degree in civil engineering, architecture, urban planning, engineering/related field.Minimum 3 yearsโ€™ experience from working in a humanitarian/recovery context.Previous experience from working in complex and volatile contextsExperience in coordination with government authorities, clusters, national NGOs, international NGOs and UNResults-oriented attitude, with the ability to establish and supervise technical lines, promote communication, knowledge sharing and culture of learning, manage multiple work streams while ensuring quality.Ability to rapidly understand the policy, strategic and institutional environment.Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools.Commitment to participatory and inclusive methods of working.

Personal qualitiesย 

Fluency in English, both written and oral.Excellent communication skills and ability to deliver lively training in English/Arabic.Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily understood language.Political and cultural awareness.
