Chemonics seeks a Technical Advisor- Health Financing/Health Economics (HFin/HEcon) for the anticipated USAID-funded Furthering Health Reform and Recovery in Ukraine Activity (FHR). The primary purpose of this project is to establish a transparent, accountable and effective health system that optimizes the use of scarce resources and is capable of providing equitable access to quality services and expanding universal health coverage to meet the new and emerging health needs of Ukrainians during and following the war to expedite economic recovery of the country.

Responsibilities include:

  • Provide technical leadership for the projectโ€™s support to Ukraineโ€™s health financing and implementation reform, including the development and implementation of policies to optimize resource allocation and ensure equitable access to quality healthcare services
  • Conduct health financing analyses and assessments to identify opportunities for improving the efficiency and effectiveness of healthcare spending
  • Collaborate with local partners to design and implement innovative financing mechanisms that support the goals of universal health coverage and economic recovery
  • Lead capacity-strengthening initiatives to enhance the health financing expertise of government officials and healthcare professionals, facilitating knowledge transfer and skills development
  • Plan for and measure performance improvement of health financing interventions, analyzing performance indicators and outcomes to inform continuous improvement efforts and strategic decision-making

Qualifications:

  • An advanced degree in Health Economics or related field, or additional five years of directly relevant experience in lieu of an advanced degree
  • Demonstrated technical expertise in and at least five (5) years of managing technical assistance in key areas of health financing.
  • Minimum of 3 years of experience working on donor-funded projects; experience with USAID preferred
  • Significant experience in key areas listed above with proven ability to achieve program targets
  • Strong ability and desire to work collaboratively with the government of Ukraine, international donors, and local partners
  • Excellent written and verbal communication skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Ukrainian preferred
  • Excellent knowledge of written and spoken English including oral presentation skills.
