FHI 360 seeks a qualified candidate for the position of Senior Technical Advisor (STA), Capacity Strengthening for an upcoming USAID-funded global project. The project seeks to provide services to USAID health programs in support of the Agencyโ€™s goals around localization, direct funding for local organizations, and USAID activities employing best practices in locally led development. Program activities will focus on supporting USAIDโ€™s engagement with local partners; support capacity strengthening of USAID funded local health partners through technical assistance to individual organizations or government entities; and support knowledge exchange amongst local partners through global activities. The Senior Technical Advisor, Capacity Strengthening will lead the design and delivery of capacity strengthening activities and ensure quality of capacity strengthening support delivered.

Job Summary:


The STA, Capacity Strengthening will be responsible for leading the design and delivery of capacity strengthening support across the consortium and ensuring alignment with capacity strengthening best practices. The position will oversee a broad spectrum of activities including design and implementation of quality capacity strengthening interventions; oversight and integration of feedback from feedback mechanisms into programming; coordination with consortium partners on delivery and monitoring of capacity strengthening support; and other activities as assigned. The STA will:

  • Provide senior technical expertise and guidance to assessment adaptation, design of capacity strengthening interventions, and monitoring of capacity strengthening outcomes;
  • In partnership with the consortium, facilitate alignment of capacity strengthening interventions with global best practices and locally led development principles;
  • Liaise and coordinate with program partners providing capacity development support to ensure interventions meet the needs of partners and USAID Missions;
  • Serve as FHI 360โ€™s senior lead on the program and represent the program within consortium discussions;
  • Oversee and provide expertise to country and regional capacity strengthening experts to find opportunities for shared learning; support the development of capacity strengthening interventions; ensure technical excellence in interventions delivered, and track of achievements across regions;
  • Mentor country teams in tracking, analysis, and synthesis of capacity strengthening results to advance learning both within the program and externally; and
  • Coordinate closely with the leadership team to ensure capacity strengthening is in line with program goals and budget.

    Technical Requirements:

    • Coordinates closely with teams in country to ensure capacity strengthening is in line with program objectives and goals, task order deliverables, recognized best practices for adult learning, and country needs.
    • โ€ข Mentors country and regional teams in tracking, analysis, and synthesis of capacity strengthening results to advance learning both within the program and externally.
    • Leads the collation, documentation and dissemination of best practices and standards for quality assurance of capacity strengthening activities.
    • Provides input to senior technical leadership on national guidelines and normative policies for subject matter areas of expertise.
    • Performs other duties as assigned.

      Project Design Implementation:

      • Leads the creation of the technical portion of the project plan budgeting, program reporting, and other deliverables related to capacity development activities within , within the given resource and financial constraints.
      • Oversees all day to day technical and operational activities for FHI 360 portion of programming.
      • Coordinates with technical and programmatic staff members to ensure that activities are
      • performed as per award requirements and consistent with FHI 360 policy.
      • Oversees the FHI 360 capacity strengthening team within the program (consultants and staff), including management, administration and reporting and monitoring and evaluation..
      • Work with Enterprise Services to prepare contracts and budgets.
      • Ensures technical implementation is consistent with best practices in the industry / subject and meet client / funder contractual obligations.
