Setting and ReportingThis position is located in the Service Delivery Management Pillar of the MONOSCO (United Nations Organization Stabilization Mission in the Democratic Republic of the Congo) in Goma. The Senior Supply Officer (Chief of Section), reports directly to the Chief Service Delivery Management. The The Senior Supply Officer (Chief of Section), manages overall operations and logistical support to all mission components by planning, coordinating, and delivering of supply services including management of staff and budgetary resources. ResponsibilitiesWithin delegated authority, the Senior Supply Officer will be responsible for the following duties: โ€ข Manages Life Support Section and related service issues that affect the field mission, including managing, coordinating, and supervising the work of the General Supply Unit, Rations Unit and Fuel Unit. Manage and supervise an integrated civilian-military support organization. โ€ข Formulates and oversees life support and supplies required by the field mission including the DAP (Demand Acquisition Plan) forecasting and acquisitioning. โ€ข Coordinates between senior management at Mission Level, UNHQ, UN Agencies Program and Funds to establish priorities and develop comprehensive life support plans. โ€ข Manages Life Support Sectionโ€™s needs into the acquisition process, e.g., budget formulation, acquisition planning, development of scopes of work, specifications, requisitions, participation in technical evaluations, preparing submissions to Local Committee Contracts (LCC). โ€ข Ensures the compliance to Quality Management for ratios, fuels and general supplies, food safety, fuel safety and environmental aspects in compliance with UN standard and policy directives. (QA) โ€ข Develops and recommends mission life support operations Results Based Budgeting (RBB) and detailed budget submissions, incorporating all requirements of the various clients, ensuring that funds proposed are adequate to meet support services and needs. โ€ข Monitors high value expenditures and approves requisitions for provision, acquisition, and contracting of services and acquisition of equipment and supplies. โ€ข Initiates and oversees periodic reviews of policies, practices and directives to ensure best practices in life support issues, standards and procedures under the concept of renewals of SOPs, guidelines and policies. โ€ข Manage and administer all contracts for Life Support Commodities, General Supplies and Services. โ€ข Develops Life Support Sectionโ€™s work plans and monitors their implementation. โ€ข Develops, trains, and monitors performance of personnel within the Section. Interviews/evaluates candidates for job openings. โ€ข Performs other related duties as assigned by the Chief Service Delivery Management and the Director of Mission Support. EducationAdvanced university degree (masterโ€™s degree or equivalent) in business administration, Supply Chain Management, public administration, logistics and procurement or related field is required. A first-level university degree in combination with 10 years qualifying experience may be accepted in lieu of the advanced university degree and additional two years of extensive experience in project/contract management, and management or related areas may be accepted in lieu of the advanced degree. Professional Training/Certification in the fields of quality and safety of food, fuel, and environment (ISO/HACCP/QMS/IATA) is required. Job - Specific QualificationProfessional Training/Certification in the fields of quality and safety of food, fuel and environment (ISO/HACCP/QMS/IATA) is required. Work ExperienceA minimum of ten years of progressively responsible experience in supply and support services, supply chain management of rations, fuels and general supplies, logistics chain management, supply related project management or related area, military or field missions is required. Experience in managing logistics supply operations in an international environment is required. Experience of at least 5 years in military and/or police operations is required. Experience of at least five years in managing complex rations and fuel supply operations in a conflict or post-conflict environment is required. Experience in managing major projects and procurement or global service contract(s) is desirable. Experience in planning, deployment or sustaining field operations, is desirable. Experience in change management is desirable. Experience in managing support services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in a Multi-Dimensional Peacekeeping mission is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
