Under the overall supervision of the IOM Tunisia Head of Resource Management Unit and the direct supervision of the Supply Chain Officer, the Senior Supply Chain Associate will be responsible for carrying out procurement and logistics functions in accordance with IOMโs regulations, rules and procedures.
ย
- Assist the Supply Chain Officer in monitoring and coordinate Procurement & Logistics actions within Tunisia, including property and assets control, supply, and contractual agreements for services and maintenance.
- Liaise with the Supply Chain Officer regarding all Procurement, Logistics and service requirements, in order to consolidate overall procurement (or service) requirements and optimize purchasing power; propose and implement operational adjustments towards increasing the effectiveness and accuracy of all Procurement & Logistic procedures.
- Analyze procurement requests, identify service providers, and evaluate information regarding vendor's performance regarding quality, prices, and delivery of goods in view of the Organizationโs best interests.ย
- Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and interpretation and implementation of procurement instructions and procedures.ย
- Plan and organize preparation of Requests for Quotations (RFQs), bidding documents, Requests for proposals (RFPs), other relevant procurement documents and facilitate their advertisement and circulation.
- Conduct periodic review of open commitments and coordinate their closure with procurement, finance, and program staff.
- Follow-up on purchase orders status and keep project managers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; verify all expected merchandise is received in accordance with Purchase Order (PO) specifications, and that all goods are in good condition.
- Create and maintain the database of vendor and contractor accreditation and evaluation status to establish a pool of reliable service providers to address the needs of the Mission.
- Establish and monitor a tracking system for purchase requisitions raised in the Tunis and sub-offices; organize and maintain proper filing systems.
- Conduct, implement and maintain regular physical inventories of assets in the Tunis and sub-offices; verifying that effective systems are in place and proper records are kept for assets disposal.
- Any other duty as may be assigned.
EDUCATION
โข Bachelorโs degree in Supply Chain Management, Business Management or a related fieldย
from an accredited academic institution with five years of relevant professional experience;ย
or
โข High school diploma with seven years of relevant professional experience.ย
ยEXPERIENCE
โข Experience in managing diverse procurement and logistics operations;ย
โข Knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system andย
processes as they apply to procurement and logistics is an advantage.
โข Work experience with international humanitarian organizations, non-governmentย
organizations in a multi-cultural setting is an advantage;
โข Demonstrated experience in liaising with donors, governmental authorities, otherย
national/international institutions and NGOs;
โข Demonstrated knowledge of supply chain, administration and evaluation techniques andย
practices;
โข Demonstrated ability to communicate with a wide variety of audiences;ย
โข Demonstrated ability to work well under pressure and to keep deadlines
โข Excellent communication and negotiation skills
โข Good level of computer literacy, including database applications;
โข Ability to supervise staff and coordinate administrative activities;ย
