Under the overall supervision of the Head of Office (HoO) and direct supervision of the Resources Management Officer (RMO) and in coordination with the Supply Chain Division at Headquarters (HQ), the Senior Supply Chain Associate will be responsible for the implementation of supply chain activities, guided by Supply Chain Management (SCM) objectives toย  deliver quality goods/services to the beneficiaries at optimalย price and in a timely manner.

  1. Coordinate and monitor all activities of the purchasing cycle, including but not limited to revision and consolidation of purchase request forms, organization of bidding processes, evaluation, delivery of goods and services, payment to suppliers, filing system and reporting.ย 
  2. In compliance with supply chain rules and procedures, contribute in planning of the supply activities to facilitate IOM Bulgaria end to end processes resulting in a timely and quality delivery of goods and services to persons of concern.
  3. Supervise warehouse focal point, and coordinate planning of goods & services deliveries, and provide information on the status of requests and the availability of items in the supply chain
  4. Identify, compile, summarize, analyze, and provide information related to assessment and market research of national and international service providers. Participate in their evaluation in terms of quality, process, reliability and services.ย 
  5. Implement internal control mechanisms to safeguard the organizationโ€™s assets and prevent fraud.ย Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s)
  6. Work with managers in the development of procurement plans to optimize purchasing power and facilitate the implementation of project activities.
  7. Review procurement requests, identify service providers, and evaluate information regarding vendor's performance in terms of quality, prices, and timely delivery of goods/services. Maintain a pool of qualified vendors.ย 
  8. Actively participate in solicitation of bids, quotations and tender documents, execution of the procurement transactions, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; prepare purchase orders and ensure receiving authorization in line with the IOM Bulgaria delegation of authority (DOA) matrix.ย 
  9. Prepare and issue โ€œCall for Proposalsโ€ and bidding documents for projectsโ€™ tendering processes both as per IOM rules and Bulgarian Procurement legislation.ย 
  10. Maintain accurate and comprehensive records on supply activities and provide reports and updates periodically, and on request.
  11. Provide technical guidance to requisitioners on preparation of specifications and interpretation and implementation of procurement instructions and procedures, both IOM and as per National Procurement legislation.
  12. Produce standard asset management reports and other asset information, periodically and when requested.
  13. Participate in capacity building of staff, service providers and partners, as well as guide and train on both IOM and Bulgarian procurement processes and policies.
  14. Manage Equipment/Goods effectively according to IOM rules and regulations, including registration and marking of new Equipment/Goods, physical verification of Equipment/Goods, preparation of agreements and disposal forms and assistance with disposal of PPE.
  15. Perform such other duties as may be assigned. Education
    • High school diploma with seven years of relevant experience; or,
    • University degree in business administration, Supply Chain Management, Logistics, Procurement, Finance, Law or related fields from an accredited academic institution with four years of relevant professional experience.
    • Certification in Procurement, Logistics or Supply Chain Management is an advantage Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย  Experience
      • Fluency in Bulgarian (oral and written) is mandatory and essential for coordinating with different stakeholders.
      • Prior experience working on EU-funded programs/projects, including those financed through national programs.
      • Experience in procurement as per the Bulgarian legislative system will be considered as a distinct advantage
      • Experience in procurement and logistics and working with service providers and vendors;
      • Experience with asset management process;ย 
      • Experience in training and coordinating teamsย 
      • Prior work experience with international humanitarian organizations, non-governmental organizations, or Bulgarian government institutions in a multicultural setting is an advantage. Skills
        • High level of computer literacy
        • Ability to work with national and international institutions;ย 
        • Ability to prepare clear and concise report;ย 
        • Demonstrated ability to and exercise sound judgment;
        • Ability to supervise staff and coordinate administrative activities
        • Excellent communication and negotiation skills Languages
          • Fluency in Bulgarian and English (oral and written) is required. IOMโ€™s official languages are English, French and Spanish.
