Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

Under the overall supervision of the Head, Human Dimension Department, the successful candidate will be tasked with the following duties:

Assisting the Head of Human Dimension Department and Project Managers in the Human Dimension in the programme planning, monitoring and implementation of the Human Dimension programme and projects; Acting as interpreter from Russian and Tajik into English when asked for the Head of the Human Dimension; Drafting minutes and transcripts of sectoral meetings, seminars, workshops, interviews, and focus groups as determined by supervisor; Drafting contributions to activity, background and research reports; Attending relevant meetings, relevant thematic working groups, roundtables, workshops, conferences and other events; liaising with permanent working groups; preparing relevant records on the events attended (including memos for the file and minutes of the meetings where the Office is the organizing party); Carrying out administrative work of activities connected to policies and direction; Preparing meetings of the Head, Human Dimension Department, maintaining and establishing contacts with the local authorities, Central, Regional and Local Election Commissions, universities, research institutions and NGOs, as well as with the government at mid-level (deputy heads of departments, heads of sections); Assisting in cooperating with international organizations and institutions; Assisting individual Human Dimension projects when asked by supervisor; Organizing data and information, preparing and maintaining records and documents.

Necessary Qualifications:

Completion of university education supplemented by higher education courses in linguistics, public administration, law, political or social sciences, journalism or gender studies; Minimum four years of relevant working experience managing an Office; Analytical skills (ability to contribute to background reports, minutes drafting); Excellent communication skills and organizational skills; Knowledge of international election and democracy standards as well as the legal system and election laws of the Republic of Tajikistan; Computer literate with practical experience in Window and Microsoft applications; Excellent written and oral communication skills in English, Russian, and Tajik languages; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 754.00 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
