Terms of Reference1. General Background

UNHCR is the UN Refugee Agency and takes the lead in providing international protection for 103 million refugees and displaced people worldwide.

Private Sector Partnerships Services (PSP) is a fast growing global division with offices in over 30 countries across the world. We have raised financial contribution, engaged the public in support of the refugee cause and broaden the size and scope of partnerships with corporations, foundations and philanthropists. Our ambition is to quickly grow in size, scale and global reach.

In Thailand, PSP has been achieving outstanding results since its establishment in May 2008. Through its diversified fundraising channels in raising funds from both individual donors and developing partnerships, PSP generates funds that go directly to support refugees, stateless people in Thailand and the world.

During the past few years, PSP has been raising awareness of refugees and visibility of UNHCR through campaigns, events and engagement with high profile supporters. These activities have made UNHCR become one of the top international charities known among Thai public and perception of refugees enhanced positively.

PSP continues to diversify fundraising channels and requires support in promoting the UNHCR brand and communicating engaging content about refugee issues to build a platform of awareness among the public, media and prospect donors in order to maximise fundraising results.

UNHCR is now looking for a highly motivated and results driven fundraising and communications expert, with a background in either fundraising or brand communications, PR, journalism or marketing, to manage fundraising communications and public relations to support PSP.

2. Purpose and Scope of Assignment

โ€ข Provide assistance in the development of a communications strategy for UNHCR Thailand to support the fundraising activities
โ€ข Act as UNHCR Thailand brand champion to increase UNHCR visibility in the media and in the field
โ€ข Organize UNHCRโ€™s public awareness event in Thailand;
-act as a focal point for the coordination of brand awareness events such as World Refugee Day and Refugee Film Festival;
-provide support to generate local media visiblity for the fundraising campaigns in Thailand
-assist in planning and organising advertisements, exhibitions, conferences, meetings, social events and other activities to promote a better understanding of UNHCRโ€™s activities and accomplishments.
โ€ข Strengthen existing partnerships with key media outlets and initiate new partnerships with media to fundraise for UNHCR Thailand
โ€ข Provide support in building relationship and engagement with Goodwill Ambassador
โ€ข Draft briefing notes, talking points, minutes, press releases, reports including situation reports and other papers as needed
โ€ข Accompany visits of foreign delegations, donor missions and the media on field trips to refugee sites, giving appropriate briefings, interpreting support and commentaries;
โ€ข Establish contacts with local organisations and media to promote general interest and understanding of refugee issues including fundraising partnership
โ€ข Ensure the office is kept informed of local developments and keep track of evolving issues concerning displaced persons and refugees to be able to suggest stories and topics for the media to cover;
โ€ข Closely cooperate with the Regional Communications Officer and Global Fundraising Communications Deparment to ensure the fundraising communication activities in Thailand are in line with global and regional communications strategy
โ€ข Provide other support to the PSP team as required

3. Monitoring and Progress Controls

โ€ข Perception towards refugees and stateless people has improved positively

โ€ข Number and quality of media coverage to support fundraising campaigns
โ€ข Number of new partnerships with media initiated
โ€ข Feedback from Goodwill Ambassador
โ€ข Positive feedback from PSP colleagues, other departments in UNHCR and suppliers on personal professionalism and efficiency

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)
โ€ข High School certificate and/or University level education in communication, marketing or other related fields

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
โ€ข Minimum 2 years of work experience for high school diploma or minimum 1 year of experience for Bachelorโ€™s degree or higher in PR, private sector fundraising, communication, marketing or journalism with at least one year experience in working with an international NGO or the UN preferable
โ€ข Well-connected network of media in Thailand
โ€ข Interpersonal skill and excellent in building relationship
โ€ข Previous experience in organising event will be an advantage

c. Key Competencies
(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)

โ€ข Ability to work and deliver under tight deadlines
โ€ข Excellent knowledge of English / written, oral, comprehension
โ€ข Good presentation skills
โ€ข Ability to interface effectively and professionally with key UNHCR staff
