Terms of Reference1. General Background

The Senior Protection Assistant is normally supervised by the (Senior) Protection/Field colleague and performs a variety of functions related to Field and protection activities within the office. The supervisor defines work processes and provides regular advice and guidance.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

The incumbent provides quality, timely and effective protection support to people with and for whom UNHCR works and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. S/he contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor.

The incumbent also ensures that people with and for whom UNHCR works are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

2. Purpose and Scope of Assignment

โ€ข Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
โ€ข Provide counselling on protection issues to people with and for whom UNHCR works; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
โ€ข Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions and social needs assessment.
โ€ข Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
โ€ข Participate in individual protection case management including cases of GBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents.
โ€ข Assist in updating the electronic databases for resettlement, in line with Standard Operating Procedures.
โ€ข Assist in scheduling of cases identified to be in need of resettlement as may be shared by the Protection Officer/Snr Durable Solutions Officer.
โ€ข Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners.
โ€ข Prepare documents relating to durable solutions.
โ€ข Enter information into available databases, in line with SOPs.
โ€ข Perform other related duties as required.

3. Monitoring and Progress Controls

โ€ข Number of RSD/RST interviews conducted.
โ€ข Cases referred to other unit for case managements.

4. Qualifications and Experience
(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)

a. Education (Level and area of required and/or preferred education)

โ€ข Completion of High School Diploma with relevant experience in Humanitarian and related fields.
โ€ข Bachelorโ€™s degree or equivalent or higher degrees with relevant experience in humanitarian or related fields.

โ€ข 2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

Desirable:
Experience in working with UNHCR Registration procedures

Language Requirements:

Essential - very good knowledge of English and local languages (spoken and written) Pashto, Dari and Urdu. Knowledge of Balochi or any locally used language by the refugees will be an asset.
