Terms of ReferenceIn Chile, UNHCR works together with government institutions, civil society organizations, municipalities, and the private sector to ensure access to protection, humanitarian assistance, and durable solutions to more than 400,000 Venezuelans, and 14,000 refugees, asylum-seekers and other individuals in need of international protection, who have sought safety in the country. Over the last couple of years, Chile has become the fourth most important country of destination for Venezuelans in Latin America after Colombia, Peru, and Ecuador.

At the request made by the UN Secretary-General to UNHCR and IOM on 12 April 2018, to lead and coordinate the response to refugees and migrants from Venezuela, UNHCR and IOM currently co-lead the National Platform for Refugees and Migrants from Venezuela in Chile and works closely with other UN sister agencies to ensure a holistic response to their plight.

The operation in Chile has a workforce of approximately 50 people, composed of staff members (both national and international), and affiliates. The National Office (NO) is in Santiago de Chile, with field presence in Iquique, Arica, Antofagasta and Puerto Montt. The NO Chile falls under the scope of the Multi-country Office (MCO) Argentina, located in Buenos Aires, that covers also Bolivia, Paraguay and Uruguay.

The Senior Protection Assistant normally reports to a more senior Protection colleague. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. S/he contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor.

The Senior Protection Assistant also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

In this context, the Snr. Protection Assistant requires specific legal academic background (bachelor or post graduate studies in law) as well as working experience in legal, community and humanitarian protection (at least 2 years of experience in case management). Local working experience, focused on local coordination of key stakeholders is crucial.

The Snr Protection Assistant is supervised by the Field Associate and performs a variety of functions related to Protection activities within the office. The supervisor defines work processes and provides regular advice and guidance.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.
