The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Workplace Solutions Division (WS) at its headquarters in Luxembourg, a (Senior) Project Manager – Fitout and Campus Integration *.

This is a full time temporary position at grade 5/6.

The term of this contract will be 4 years; as this is a temporary assignment, no extension or conversion of the contract is foreseen.

* Internally referred to as (Senior) Officer Facilities Management

Panel interviews are anticipated for early May.

Purpose

The EIB Group is currently going through a significant capital investment project for the construction of its new building. In this role you will implement and manage the large-scale fitout projects for the new building and ensure proper integration within the EIB Group Campus building in line with the overall vision of the workplace policy and real estate strategy

Operating Network

The successful candidate will report to Head of Workplace Solutions Division. You will have regular contact with colleagues in other Directorates, notably with General Corporate Services Building and Logistics Communication, Group Digital Office, all Coordination divisions and the Corporate Security Division.

Accountabilities

Determine the objectives and measures upon which the project will be evaluated at its completion and monitor the quality of the delivered services Establish and manage trustful working relationships with all relevant internal and external stakeholders ensuring smooth collaboration and managing organizational change Ensure adherence to contract specifications, industry standards, time and budgetary contractual commitments and propose mitigation or corrective actions as appropriate Ensure documentation of the project and its deliverables are maintained and up-to-date and contribute to periodic activity reporting, dashboards and annual reports Monitor and approve all budgeted project expenditure and contribute to the elaboration of the annual budget and its follow-up Adapt and manage existing and new subcontractor contracts and prepare terms of reference for calls for tender, as needed and in own domain of expertise Seek continuous improvement for all activities; report on “lessons learned” and integrate new knowledge and experience in subsequent activities Provide expert advice and recommendations in own domain to contribute to the design of appropriate solutions

Qualifications

University degree (minimum an equivalent to a Bachelor) preferably in engineering, architecture or a related subject. A Master’s degree or MBA in a related subject is an advantage. Project Management Certification, Prince2 or PMP/PMI would be an advantage Minimum 5 years of relevant professional experience, including managing large-scale renovation and construction projects or programs, preferably for a public institution. (Preference will be given to candidates with more senior exposure) Sound technical knowledge of design and construction processes, including construction site logistics Good knowledge of procurement regulations and practices within the EU Excellent knowledge of either French or English is required (**) with a good command of the other. Knowledge of other EU languages would be an advantage

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
