Position Overview

The Senior Project Lead (SPL) will be responsible for leading PIH-US technical advising and implementation accompaniment efforts for projects conducted in the State of New Jersey. The Senior Project Lead will serve as the primary liaison with PIH-US's partner agencies (e.g., New Jersey State Department of Health, local health departments and government administrations, community organizations) in the development of effective and equitable development of a Community Health Worker Hub (CHW-HUB) in New Jersey.

The SPL acts as the primary liaison for the work conducted with partner organizations and will drive strategy and set organizational and programmatic goals for PIH-US accompaniment work by providing general project technical assistance, staff/partner training, workforce data mapping, data interpretation and presentation, facilitation of governance meetings, and mapping of priority populations and key employer setting for community health workers throughout the state of New Jersey.

In addition, the SPL will collaborate with PIH-US colleagues across the United States, to bring learnings and insights from New Jersey to national advocacy and communications initiatives.

Responsibilities

Project implementation, data collection/management, and research โ€“ 50%

  • Provide technical assistance to project partners in the implementation of a CHW-HUB in collaboration with the New Jersey State Department of Health and the primary recipient of a grant to a community health organization.
  • Create data informatics systems to provide mapping of CHW workforce and ongoing workforce activities that support data transparency, accuracy, and data-based decision-making related to resource allocations and needs for supporting the ongoing use of the CHW HUB, community outreach and education, and workforce retention.
  • Oversee the development of materials related to training of external and internal project staff and partners to conduct research, training, develop methods of implementation of a community health worker employment/workforce resource utilizing available technology.
  • Conduct health policy analysis related to sustainability of CHW workforce, scan best practices in other part of the United States, and make recommendations to the project team which includes primary external partners.
  • In partnership with other PIH-US team members and project lead organizational partners, develop short-term and long-term strategies and program design to facilitate sustainability of a CHW workforce in New Jersey.
  • Provide strategic leadership, administrative and managerial oversight, and monitoring of ongoing workstreams, including community-based workforce development and management; community needs assessments; communications & community engagement; response governance and coordination.
  • Serve as spokesperson for PIH-US in both internal and external exchanges, including collaborating with and providing external reporting to funders and other external partners, and contributing learnings and insights.
  • Evaluate project performance using appropriate key performance indicators and project metrics in collaboration with PIH-US Monitoring & Evaluation team

    Project Management - 40%

    • Create and oversee a project management plan and project deliverables to support implementation of a CHW-HUB in New Jersey.
    • Establish strong collaborative relationships with all relevant government, technical, advisory and programmatic partners to strengthen CHW work
    • Establish and maintain collaborative relationships with partner organizations and other relevant stakeholders throughout the state of New Jersey in order to meet project deadlines and goals
    • Collect, analyze, and evaluate key performance measures across the project

      Other Duties as Assigned - 10%

      • Contribute to cross-site learning and community health worker strategy development, including participating in advocacy and policy development
      • Cultivate partnerships and learning opportunities with other PIH-US sites and external partners
      • Author and coordinate documentation of experiences in project to share in academic and operational communications means, including conferences, white papers, memos, or learning presentations and webinars

        Qualifications

        • Masterโ€™s degree required; advanced degree in relevant fields related to public health desirable
        • 8-10 years of experience in public health program development and implementation, preferably with an emphasis on community health and community health workers
        • Experience collaborating with teams in complex, decentralized environments
        • Proven experience crafting and executing strategy for innovative initiatives
        • Demonstrated experience in effectively managing and prioritizing a large number of projects simultaneously in a complex and fast-paced organization and setting including budget management and grant reporting
        • Demonstrated commitment to social justice and health equity
        • Excellent strategic thinking, analytical and problem-solving skills
        • Exemplary interpersonal skills: ability to collaborate effectively with staff and leadership across a diverse range of departments and organizations
        • Experience with community-based care delivery, community organizing, or high-level health program management preferred, specifically managing projects with multiple stakeholders
        • Familiarity with community health worker programs and/or workforce development strongly preferred
        • Familiarity with U.S. public health systems and understanding of working in the public sector strongly preferred
