ย Context
Under the overall supervision of Sr Programme Coordinator (Econ Recovery & LMI) and the direct supervision of the National Project Officer (Private Sector and Labour Integration), the incumbent will be responsible for supporting the implementation of the โPromoting Sustainable and Socially Inclusive Labour Market Integrationโ project.
Tรผrkiye hosts one of the largest refugee populations in the world, with over 4 million foreign nationals living in the country, including approximately 2.8 million Syrians under Temporary Protection (SuTPs) and around 225.000 Persons under International Protection (PuIPs). Given the considerable size and diversity of the migrant and refugee population, providing means for their social and economic integration is a very challenging process for both national and local authorities.
Tรผrkiye was also hit by a series of debilitating earthquakes in February 2023, which caused widespread displacement, damage and disruption in 11 provinces that already hosted half of the SuTPs and PuIPs in the country. The disaster affected the local labour market dynamics, skills needs and social cohesion in the region.ย
In response to the challenges, the โPromoting Sustainable and Socially Inclusive Labour Market Integrationโ project aims to increase formal employment of SuTPs, PuIPs and host community members and strengthen the harmonization process in Tรผrkiye. The project will be implemented by the International Organization for Migration (IOM) in partnership with the Ministry of Labour and Social Security (MoLSS), the Social Security Institution (SSI) and the Presidency of Migration Management (PMM) of the Ministry of Interior.ย
The project will propose a two-prong approach that will ensure that targeted populations have improved levels of employability and are better integrated in their host communities. This will be done by strengthening the institutional capacities at the national and provincial level for delivering efficient employability and integration services for the targeted populations. The project will also promote respect for all groups, without distinction of race, gender, religion, colour, national origin, marital status, age, and physical disability, and pay special attention to the needs of vulnerable and disadvantaged groups, such as women, youth, and persons with disabilities.ย
The main beneficiary institutions of the project are MoLSS, SSI and PMM. The target groups of the project are government institutions, non-government institutions, employers, employability service users and private sector partners involved in the labour market and harmonization process. The final beneficiaries of the project are SuTPs, PuIPs and host community members.

- Coordinate day to day implementation of the project, including but not limiting with planning, preparing, organizing, implementing, and following up on the activities.
- Coordinate day-to-day planning, implementation and monitoring of the projects activities particularly in matters related to thematic, financial, administrative, and logistical aspects of the project.
- Coordinate financial management of the LMI projects and monitor budget expenditures and maintain a proper record of approved project budgets in coordination with resource management officer.ย
- Conduct research and assessment work and provide specialized assistance, particularly in view of strategic, programmatic and project-specific funding opportunities,ย
- Provide expert support in drafting and editing new project proposals and initiatives in the areas of migration and development, labour migration/mobility, remittances and migration management area in Turkey, by inter alia collecting, systematically organizing and analysing information, conducting stakeholder analysis fuelled by consultations with national and international experts including IOMโs regional senior thematic specialists in support to project development,ย
- Coordinate and actively participate in editing and preparing of relevant situation/activities donor/project reports, updates, info sheets, publications, press-releases, presentations and other information materials, analysis of statistical information for the purposes of the Program etc. in cooperation with relevant officials at IOM Turkey, project partners and other IOM missions involved,ย
- Actively coordinate maintaining linkages/strengthening cooperation with national authorities, national counterparts, civil society, international organizations, acting as focal point for project activities etc. and act as a focal point in collaboration and communication with the beneficiary and other stakeholders of the projects,
- Maintaining of regular working relations and communication on project issues with national migration and entrepreneurship related agencies and institutions, international organizations, NGOs, private sector representatives and other project partners,
- Organize and moderate project related meetings either internal or external with government, non-governmental and UN agencies/institutions, inter alia preparing reports, strategy papers, taking minutes of the meetings, brief notes/notes for the file,
- Actively coordinate organization of seminars, trainings, workshops, press conferences and other events on issues related to labour migration management and development, data and research, remittances, and migration management in Turkey from content development to administrative and logistics perspectives.ย
- Coordinate planning of new LMI projects as well as backstopping ongoing activities as well as synergize LMI work with other unitsย
- Coordinate M&E activities of the assigned projects.ย
- ย Perform functions of the National Project Coordinator in his/her absence,
- Perform other duties as may be assigned.
ย Education- High School diploma with seven years of relevant experience; or,
- Bachelorโs degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations in the field of migration management and;ย
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,ย
- Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.ย
- In depth knowledge of the broad range of migration management related subject areas (specifically labour migration and livelihood) dealt with by the Organization; and,ย
- Knowledge of UN and bilateral donor programming.ย
- Knowledge of project/program managementย ย Skills
- Proven analytical, interpersonal and organizational skills.
- Excellent report drafting skills.
- Good level of computer literacy. Languages
Fluency in English and Turkish is required (oral and written).
