Tรผrkiye hosts one of the largest refugee populations in the world, with over 4 million foreign nationals living in the country, including approximately 2.7 million Syrians under Temporary Protection (SuTPs) and around 225.000 Persons under International Protection (PuIPs). Given the considerable size and diversity of the migrant and refugee population, providing means for their social and economic integration is a very challenging process for both national and local authorities. In response to the challenges, IOM implements projects funded by various donors, aiming to increase formal employment of SuTPs, PuIPs and host community members through incentives, in close cooperation with government institutions.ย
The position is integral to supporting IOMโs Tรผrkiye electronic incentives application platforms, which are crucial tools for facilitating these LMI initiatives. The incumbent will be responsible for supporting the daily operation, maintenance, and contributing to the improvement of the IOMโs electronic incentives application platforms. This role involves tasks related to platform setup, technical support, data management, application processing, and reporting, all aimed at helping the platform function effectively in supporting IOMโs LMI programs. The incumbent will also liaise directly with various stakeholders to facilitate the use of the platform and support its alignment with the overall goals of the LMI team.
Under the overall guidance of the Programme Officer and the direct supervision of the National Project Officer, the Senior Project Associate (ICT โ LMI) will work closely with the LMI Project Team and the IOM ICT team to support the implementation and day-today functioning of the platform and associated projects.
- Assist with the day-to-day operation and maintenance of the EDF platform and related ICT tools used for incentives, grants, and beneficiary tracking.
- Provide end-user support to project and field staff, responding to issues related to system access, data entry, password resets, and system notifications.
- Monitor user activity and data integrity within the platform and flag inconsistencies or areas requiring technical review.
- Support coordination between the project teams and IOM ICT teams to escalate system-related issues or enhancements.
- Assist in testing new platform features and modules; provide feedback to the development team.
- Help compile user requirements and support the preparation of technical documentation.
- Deliver user training and refresher sessions on platform functionality for new and existing staff as needed.
- Perform basic troubleshooting of office ICT systems when needed and liaise with the IT unit in Ankara and Manila Helpdesk for resolution.
- Support the secure handling of project data in line with IOM data protection standards.
- Assist in maintaining backups and supporting ICT system inventory management in coordination with RM and ICT teams.
- Prepare routine activity logs and weekly ICT support reports to supervisor.
- Provide support in organizing online stakeholder meetings, video conferences, and data reporting exports from the platform.

- Bachelorโs degree in Social Science, Computer Engineer, Data Management, Information Systems, or a related field from an accredited academic institution, with a minimum of four years of relevant professional experience; or

- Proven experience in data management and online platform support.
- Strong proficiency in Microsoft Word, Excel, PowerPoint, and data visualization tools such as Power BI.
- At least two years of experience in maintaining and supporting online platforms, preferably in a development or humanitarian context.
- Basic technical skills, including familiarity with HTML, CSS, and JavaScript.
- Experience using content management systems (CMS) and database management.
- Familiarity with IOMโs policies and procedures is an asset.
- Experience assisting in the development or configuration of software systems, with proficiency in MVC frameworks, MySQL, HTML, CSS, and JavaScript.
- Demonstrated experience in supporting the implementation and maintenance of databases and information management systems.
